In Freshwater Boundaries Revisited, María Querol analyzes the different methods applied in the delimitation of international rivers and lakes and the recent developments in the field. This monograph reassesses the diverse methods of boundary delimitation in view of the latest and abundant jurisprudence of the International Court of Justice and the tribunals under the aegis of the Permanent Court of Arbitration on the subject. When the margin IS the center, perspectives shift
Mexico is currently facing severe problems with water availability, wastage and contamination. The most contaminated and over-exploited water resources are concentrated in the most populated areas of the country, where water is scarcer and its quality makes it unsuitable for a variety of uses, including human consumption. At the same time it is indisputable that water quality is a determining factor in public health and ecosystems. The significant growth in population and industry results in a high demand for water, along with contaminating discharges, few of which are treated – and the impact upon the ecosystems is evident. This book addresses all these topics in a single volume, taking into account the challenges presented by the economic, institutional and environmental considerations in Mexico’s water policy framework.
The book opens with a biography by Peter's wife, the Reverend Vicky Cullen, offering the reader an insight into Peter's personal life and the influences that inspired his passion and drive as an academic and water guru. The eulogy, by Kate Andrews, written in March 2008, provides another perspective on Peter's life. Also included, is a list of Peter's publications and thirty-three vignettes written by friends and colleagues from various backgrounds - politics, agriculture, journalism and science. China and its neighbours face a series of water security issues, in which international law plays a vital role. Paramount to both policymakers and researchers in the field of water law, the current status of transboundary water cooperation schemes and how these operate in China is of global significance. They draw from an extensive, inclusive and geographically representative range of theoretical propositions and practical examples. These include the implementation status of the IWRM concept at local, basin, regional and national levels; its appropriateness for the twenty-first century; main implementation gaps from the institutional, legal, policy, governance, management and technical viewpoints; the likelihood that IWRM’s entrenchment in laws, regulations and policies has led to smoother implementation and the reasons why that has been the case; reflexions on whether the attention given to IWRM is pushing other alternatives to the policy periphery; and the new conceptual constructions that can be put forward for discussion in the international arena. For the development and water communities it is imperative to debate and reach towards more illustrative conclusions regarding whether the promotion of the IWRM concept and its actual implementation status have been beneficial for development and how the notion could evolve to achieve this end. In-depth objective and constructive discussions, arguments, proposals and ideas are put forward for analysis by all interested parties. The book has the objective of fostering scholarly exchange, encouraging intellectual debate and promoting the advancement of knowledge and understanding of IWRM as a concept, as a goal per se and as a strategy towards development goals.
