Urbanization is giving rise to a vibrant and volatile urban India. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. Much of our understanding of local economic development is based on large urban agglomerations as nodes of innovation and competitive advantage, connecting territories to global value chains. However, this framework cannot so easily be applied to peripheral regions and secondary cities in either the Global South or the North. This book proposes an alternative way of looking at local economic development based on the idea of fragile governance and three variables: associations and networks; learning processes; and leadership and conflict management in six Latin American peripheral regions. The case studies illustrate the challenges of governance in small and intermediate cities in Latin America, and showcase strategies that are being used to achieve a more resilient and territorial vision of local economic development. This book will be of interest to students and researchers of local economic development, urban and regional studies, and political economy in Latin America as well as to policy-makers and practitioners interested in local and regional economic development policy.
The process of modernization, especially during the twentieth century, has brought about dramatic changes in most cities situated on a body of water. The search for efficiency and functionality has profoundly affected coastal and urban landscapes: gigantism in the port industry has contributed to the degradation of environmental resources and habitats, and modernization processes have marginalized local cultures and historical, community-based values, thus causing original features and local specificity to disappear from most of our historical waterfronts. During the last few decades, the restructuring of port and industrial activities, the greater importance of leisure and tourism, and increasing concern for environmental matters have led to the “rediscovery of water” and to the design and implementation of new urban policies aimed at redeveloping urban waterfronts. Against this background, Venice and Tokyo represent paradigmatic cases of the many challenges which confront urban governance in cities on water. In fact, the urban history of these cities is intimately linked to their relationship with water, which has changed over the centuries, creating articulated and complex structures that have characterized their physical aspect, and even the image of the two cities offered to the rest of the world. From this perspective, this volume highlights the most important socio-economic, historical, identitarian, environmental, and cultural dimensions of the process of the “rediscovery of water” in Venice and Tokyo, as well as offering a re-evaluation of their heritage and identity as cities of water. It pays particular attention to the various implications of living in such a fragile and liminal space between land and water, where natural risks and social and economic vulnerability are particularly high.

An examination of how the (hyper)local is the locus of real change Many of America’s downtowns, waterfronts, and innovation districts have experienced significant revitalization and reinvestment in recent years, but concentrated poverty and racial segregation remain persistent across thousands of urban, suburban, and rural neighborhoods. The coronavirus pandemic magnified this sustained and growing landscape of inequality. Uneven patterns of economic growth and investment require a shift in how communities are governed and managed. This shift must take into account the changing socioeconomic realities of regions and the pressing need to bring inclusive economic growth and prosperity to more people and places. In this context, place-based (“hyperlocal”) governance structures in the United States and around the globe have been both part of the problem and part of the solution. These organizations range from community land trusts to business improvement districts to neighborhood councils. However, very little systematic research has documented the full diversity and evolution of these organizations as part of one interrelated field. Hyperlocal helps fill that gap by describing the challenges and opportunities of “place governance.” The chapters in Hyperlocal explore both the tensions and benefits associated with governing places in an increasingly fragmented—and inequitable—economic landscape. Together they explore the potential of place governance to give stakeholders a structure through which to share ideas, voice concerns, advocate for investments, and co-design strategies with others both inside and outside their place. They also discuss how place governance can serve the interests of some stakeholders over others, in turn exacerbating wealth-based inequities within and across communities. Finally, they highlight innovative financing, organizing, and ownership models for creating and sustaining more effective and inclusive place governance structures. The authors hope to provoke new thinking among place governance practitioners, policymakers, private sector leaders, urban planners, scholars, students, and philanthropists about how, why, and for whom place governance matters. The book also provides guidance on how to improve place governance practice to benefit more people and places.
