Using case studies from Asia and Latin America, the authors show how: 1) State efforts to bring about land reform, tenancy reform, and expanding non-crop sources of income, can broaden the distribution of power in rural communities, laying the basis for more effective community-driven collective action; and 2) Higher levels of government can form alliances with communities, putting pressure on local authorities from above, and below to improve development outcomes at the local level. These alliances can also be very effective in catalyzing collective action at community level, and reducing :local capture" by vested interests. There are several encouraging points that emerge from these case studies. First, these powerful institutional changes do not necessarily take long to generate. Second, they can be achieved in a diversity of settings: tightly knit or loose-knit communities; war-ravaged, or relatively stable; democratic, or authoritarian; with land reform, or (if carefully managed) even without. Third, there are strong political payoffs in terms of legitimacy, and popular support for those who support such developmental action.

This 50th anniversary publication provides a comprehensive history of community development. Beginning in 1970 with the advent of the Community Development Society and its journal shortly thereafter, Community Development, the editors have placed the chapters in major themed areas or issues pertinent to both research and practice of community development. The evolution of community development as an area of scholarship and application, and the subsequent founding of the discipline, is vital to capture. At the 50-year mark, it is particularly relevant to revisit issues that reoccur throughout the last five decades and look at approaches to addressing them. These include issues and themes around equity and inclusion, collective impact, leadership and policy development, as well as resilience and sustainability. Community-driven development boasts many islands of success, but these have not scaled up to cover entire countries. Binswanger and Aiyar examine the possible obstacles to scaling up, and possible solutions. 'Local and Community Driven Development: Moving to Scale in Theory and Practice' provides development practitioners with the historical background and the tools required to successfully scale up local and community driven development (LCDD) to the regional and national levels. LCDD gives control of development decisions and resources to communities and local governments. It involves collaboration between communities, local governments, technical agencies, and the private sector. Since the 1980s, participatory approaches have received new impetus via participatory rural appraisal, the integration of participation in sector programs, decentralization efforts of developing countries, and greater space for civil society and the private sector. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
Tajikistan teeters on the brink of failure. This mountainous and landlocked country, the poorest in Central Asia, confronts the challenges of good governance and economic survival. These domestic struggles become even more problematic as international forces prepare to withdraw from neighboring Afghanistan, leaving Central Asian countries to ensure regional stability. In Tajikistan's Difficult Development Path, Martha Brill Olcott traces the political, economic, and social change following the country's independence and international efforts to avert state collapse. The Tajik government's commitment to reform has been inconsistent, and substantial foreign assistance provided since the end of the country's civil war has not led to the desired economic and political development. Olcott concludes that the Tajik leadership faces a serious dilemma: fully embrace reform or continue moving toward state failure. Tajikistan's decision will have very real implications for this troubled region.
Susceptibility in Development offers a novel approach to understanding power in development through theories of affect and emotion. Development agents - people tasked with designing or delivering development - are susceptible to being affected in ways that may derail or threaten their 'sense of self'. This susceptibility is in direct relation to the capacity of others to engender feelings in development agents: an overlooked form of power. Susceptibility in Development proposes a new analytical framework to enable new readings of power relations and their consequences for development. Susceptibility in Development offers a comparative ethnography of two types of local development agents: volunteers in a community development program in Medan, Indonesia, and women municipal councillors in Dehradun, India. Ethnographic accounts that are attentive to the emotions and affects engendered in encounters between individuals provide a fresh reading of the relations shaping local development. Local development agents may be more 'susceptible' than workers and volunteers from the global North, yet the capacity/susceptibility to affect/be affected orders relations and shapes outcomes of development more broadly. In theorising from the local, Susceptibility in Development offers fresh insights into power dynamics in development.
