The Internet does not simply enable faster and easier communication, but makes it possible for people around the world to interact closely, reciprocate favors, and build trust. The information and ideas exchanged by members of these cooperative communities become key sources of political power akin to military might and economic strength. Wu illustrates the rich world history of citizens and leaders exercising political power through communications technology. People in nineteenth-century China, for example, used the telegraph and newspapers to mobilize against the emperor. In 1970, Taiwanese cable television gave voice to a political opposition demanding democracy. Both Qatar (in the 1990s) and Great Britain (in the 1930s) relied on public broadcasters to enhance their influence abroad. Additional case studies from Brazil, Egypt, the United States, Russia, India, the Philippines, and Tunisia reveal how various technologies function to create new political energy, enabling activists to challenge institutions while allowing governments to increase their power at home and abroad. Forging Trust Communities demonstrates that the way people receive and share information through network communities reveals as much about their political identity as their socioeconomic class, ethnicity, or religion. Faced with the ever-accelerating pace of technological change and the restructuring of markets, many firms have been questioning the appropriateness of their own organizational structure and effectiveness. Consequently, we have witnessed much organizational experimentation and the development of new forms of organizing over the last decade. Firms are more dependent than ever on the need for continuous and radical innovations – and often innovations that go beyond their existing businesses. This challenges firms in terms of knowledge and idea sharing, and often necessitates the need to expand beyond the boundaries of the single firm for multi-party collaboration to meet serious challenges and develop creative solutions. Drawing from the Fourth International Workshop on Organization Design, and featuring contributions from an international array of specialists, this volume focuses on the expansion beyond the boundaries of the single firm and multi-firm networks, to include, for example, community-based organization designs. A community is a connected set of firms; the connections can take on many different dimensions. For organization design theory, community-based organizations have many implications. For one, organization design theory has to identify and describe designs that enhance collaborative behavior among firms without restricting the ability of the individual firm to continue to compete within its own marketplace. Moreover, organization design theory also has to identify and describe information processing strategies and designs that allow the continuous generation, sharing, and application of existing information and knowledge. The development of effective collaborative community designs is critically important to the global economy because, increasingly, our future depends on pursuing shared goals and sustainably developing our global commons. Ideally, the ideas and findings in this book will contribute to increased attention to new organization designs capable of meeting 21st-century opportunities and challenges.
Terrorist groups with a shared enemy or ideology have ample reason to work together, even if they are primarily pursuing different causes. Although partnering with another terrorist organization has the potential to bolster operational effectiveness, efficiency, and prestige, international alliances may expose partners to infiltration, security breaches, or additional counterterrorism attention. Alliances between such organizations, which are suspicious and secretive by nature, must also overcome significant barriers to trust—the exposure to risk must be balanced by the promise of increased lethality, resiliency, and longevity. In Why Terrorist Groups Form International Alliances, Tricia Bacon argues that although it may seem natural for terrorist groups to ally, groups actually face substantial hurdles when attempting to ally and, when alliances do form, they are not evenly distributed across pairs. Instead, she demonstrates that when terrorist groups seek allies to obtain new skills, knowledge, or capacities for resource acquisition and mobilization, only a few groups have the ability to provide needed training, safe haven, infrastructure, or cachet. Consequently, these select few emerge as preferable partners and become hubs around which other groups cluster. According to Bacon, shared enemies and common ideologies do not cause alliances to form but create affinity to bind partners and guide partner selection. Bacon examines partnerships formed by the Popular Front for the Liberation of Palestine, Al-Qaida, and Egyptian jihadist groups, among others, in a series of case studies spanning the dawn of international terrorism in the 1960s to the present.
