The audit objective was to evaluate the effectiveness of DoD's evaluation of foreign weapon systems, subsystems, and related equipment in reducing duplication of weapons research and development efforts, expediting schedules to field systems, improving performance, reducing unit cost of systems, and enhancing the commonality and interoperability of military equipment among North Atlantic Treaty Organization allies and other friendly nations.
The Department of Defense (DOD) is under increasing pressure to purchase defense systems and subsystems which have been developed abroad. There are many unique issues to be considered before making a decision to purchase a foreign developed defense system (subsytem). The Congress and GAO have become increasingly critical of DoD's efforts in this area. In this thesis, a conceptual model focusing on four major issue areas, Y1: Change in NATO Defense Capability, Y2: Real U.S. Costs, Y3: Economic Effects, and Y4: Political Beneficts, is developed to assist DOD personnel in considering, for acquisition, foreign developed systems and subsystems. The increasing emphasis on implementing a 'two-way street' approach in international R and D cooperation results from increasing competition for scarce US R and D resources, the maturation of the Free World's technology base, and the need to enhance interoperability and standardization within the NATO alliance. This Bulletin is intended to acquaint and update the readership with two DoD initiatives, the Foreign Weapons Evaluation (FWE) and the NATO comparative Test Programs (NATO CTP), each of which is a means to enhance R and D cooperation as well as helping satisfy Navy and Marine Corps requirements. The FWE program is a DoD directed and funded program that supports the evaluation of foreign weapons systems, equipment, and technologies with a view to meeting valid US operational requirements. In the context of FWE, weapons systems are defined in the broad sense to be any foreign system, subsystem, or component which is (or will be in the near term) available for US Government procurement. In the NATO CTP, the system or equipment must either offer an alternative to a US system in development or offer a cost, schedule, or performance advantage over a current US system or equipment. The major difference between the two programs is that the NATO CTP is limited to our NATO allies and includes no provision for evaluation or acquisition of technology as does the FWE program.

This Congressionally-mandated report identifies areas for further cooperation with Russia and other states of the former Soviet Union under the Cooperative Threat Reduction (CTR) program of the Department of Defense in the specific area of prevention of proliferation of biological weapons. The report reviews relevant U.S. government programs, and particularly the CTR program, and identifies approaches for overcoming obstacles to cooperation and for increasing the long-term impact of the program. It recommends strong support for continuation of the CTR program.
