This book investigates the role that foreign direct investment (FDI) in central-eastern and southern Europe has played in the post-crisis period, comparing patterns across countries and sectors. An overarching objective of this publication is to assess the extent to which FDI can still be seen as a key driver of economic development, modernisation and convergence for Europe’s low- and middle-income economies, taking into account also the risks and limiting factors associated with FDI.
This book offers a critical analysis of recent developments in the automotive industry of East-Central Europe (ECE). Economists, industry specialists and national governments have considered the rapid development of the automotive industry in ECE in the past twenty years an unqualified success. This rapid growth has been based on large inflows of foreign direct investment (FDI) from Western Europe, North America, Japan and South Korea, and it significantly contributed to GDP growth, created thousands of new jobs, and completely transformed the previously existing automotive industry in the region. This volume offers an analysis that goes beyond uncritical celebratory accounts of this rapid growth. It is based on original, detailed firm-level research conducted by the author in Czechia and Slovakia between 2009 and 2015 that covered assembly firms and the networks of component suppliers. Theoretically and conceptually, the analysis will draw on the global production networks and global value chains perspectives. Drawing on the original empirical data and on additional available information, this volume concentrates on several important questions related to the development of the automotive industry in ECE in the 2000s:• The role of FDI in the rapid development of the automotive industry after 1990 and particularly in the 2000s.• The upgrading of the automotive industry in East-Central Europe through FDI• The position of ECE in the automotive industry research and development (R&D)• The effects of the 2008-2009 economic crisis in the automotive industry of ECE.• The role of state in the rapid development of the automotive industry in ECE in the 1990s and 2000s.• The effects of FDI on domestic firms in the form of linkages between foreign-owned and domestic firms and spillovers from foreign-owned to domestic firms.
This book examines the dramatic increase in automotive assembly plants in the former Socialist Central European (CE) nations of Czechia, East Germany, Hungary, Poland, and Slovakia from 1989 onwards. Enticed by relatively lower-wage labour and significant government incentives, the world’s largest automakers have launched more than 20 passenger car assembly complexes in CE nations, with production accelerating dramatically since 2001. As a result, the annual passenger car production in Western Europe declined by more than 20% between 2001 and 2015, and alternatively in the CEE it increased by nearly 170% during this period. Drawing on case studies of 25 current and former foreign-run assembly plants, the author presents a rare historical account of automotive foreign assembly plants in the CE following this dramatic geographic shift. This book will expand the knowledge of policy-makers in Europe in relation to their pursuits of FDI and will be of great interest to scholars and students of business, economic history, political science, and development.
This book examines how foreign direct investment (FDI) inflows to Central and Eastern Europe have changed after the Great Recession. It argues that beyond their cyclical effects, the economic crisis and the changing competitiveness of Central and Eastern European countries have had structural impacts on FDI in the region. FDI has traditionally been viewed as the key driver of national development, but the apparent structural shift means that focusing on cheap labour as a competitive advantage is no longer a viable strategy for the countries in the region. The authors argue that these countries need to move beyond the narrative of upgrading (attracting FDI inflows with increasingly higher value added), and focus on ensuring greater value capture instead. A potential way for doing this is by developing the conditions in which innovative national companies can emerge, thrive and eventually develop into lead firms of global value chains. The book provides readers with a highly informative account of the reasons why this shift is necessary, as well as diverse perspectives and extensive discussions on the dynamics and structural impacts of FDI in post-crisis Central and Eastern Europe.
Twenty-five years into transformation, Central and Eastern European regions have undergone substantial socio-economic restructuring, integrating into European and global networks and producing new patterns of regional differentiation and development. The rise of multinational enterprises (MNEs) from emerging markets is topical, important and poses a number of questions and challenges that require considerable attention in the future from academia as well as business management. The recent takeovers of high-profile companies in developed or developing countries by non-European emerging-market MNEs (EMNEs) – such as Lenovo, Wanhua (China), Hindalco (India), CVRD (Brazil), Cemex (Mexico), Lukoil (Russia), etc. – as well as the greenfield or brownfield investments of emerging companies (such as Huawei, ZTE, Tata, Pepco, etc.) show a new trend where new kind of firms become major players globally. EMNEs have become important players in several regions around the globe, ranging from the least developed countries of Africa through the developing markets in Latin America and Asia to the developed countries of the United States or the European Union, including East Central European (ECE) countries. EMNEs presence on the global level has resulted in numerous studies in the international literature but those research results barely cover EMNEs’ activities in the ECE region (in the East Central European EU member countries, including the Czech Republic, Hungary, Poland, Slovakia and Slovenia). The existing books typically focus on the investment activity of a single country or region (such as China or East Asia) but a comprehensive analysis is still missing in this regard. The novelty of this edited volume is that it aims at exploring EMNEs location determinants, strategies, activities and challenges in East Central Europe by discussing its anomalies to the traditional theories as well as to other types of MNEs in the ECE region. The authors focus on EMNEs not only from China but from other important emerging countries, too, such as Russia, India, South Korea, Taiwan, Turkey, Brazil or South Africa.
The book provides a picture of the increasing significance of Central Europe and especially Poland in global production networks, discussing the underlying economic, social, and political factors. The key question it answers is to what extent the growth of production and exports results in industrial upgrading towards the manufacturing of more sophisticated high value-added products, new technologies, and the development of non-production functions, especially design and advanced service capabilities. The book shows that Central European manufacturing no longer exhibits the typical features of production activities in the periphery, in particular low density and diversity, low productivity, narrow specialisation in low value-added activities and poor local linkages, hence limited local value creation and value capture. This book presents an in-depth understanding of the transformation of modern economy in the twenty-first century by examining the interface and interplay of three key forces of contemporary global economy—Foreign Direct Investment (FDI), Multinational Enterprises (MNEs), and Global Value Chains (GVCs)—and how the emerging nexus of these forces has already ushered in revolutionary transformation in global production, investment, trade, and employment in recent decades. A distinctive feature of the book is that it situates the contemporary GVC revolution—that envisages fragmentation and dispersion of production processes across the world based on competitive costs and quality—as a natural progression of the traditional FDIs-MNEs nexus, which emphasized internationalization of production and trade in search of profits, resources, markets, or cheap labour. Moreover, the book provides a comprehensive analysis, from historical, theoretical and empirical perspectives, of both traditional FDIs-MNEs Nexus that dominated the world economy until the end of the twentieth century, and of the New Nexus of FDIs-MNEs-GVCs, that has opened grand opportunities for global prosperity by providing short-cut paths to industrialization and economic growth for less developed countries.
