This book extends the discussion of world food problems by giving explicit recognition to the potential role of markets. The authors highlight the contribution of prices to the solution of food problems in low-income countries, for example, by providing adequate incentives to farmers to expand production, assuring that food supplies can be obtained through trade when needed and giving appropriate signals to consumers. They also document the negative effects on food supply and national welfare of the actual price policies of many Third World governments. While recognizing the problems involved in defining and measuring hunger, as well as in improving the food supply, the authors consider the outlook for future food availability as favorable in terms of continued modest improvement in per capita food supplies at prices, adjusted for inflation, that are likely to continue the slow decline of recent decades. One focus of their comments is the positive roles that governments can and should play in the world food economy, especially in support of research, creation of human capital, and provision of appropriate rural infrastructure.

This book was first published in 1992. In the late twentieth century, the crisis in world agriculture had become increasingly evident as the protectionist agricultural policies of various countries distort the international market. Why had agricultural policies become more inward-looking as the world becomes increasingly interdependent economically? Disarray in World Food Markets addresses the nature and causes of this crisis in international trade policy. Its analysis of the effects of these food policies is complemented by a quantitative review of the long-term trends in world food markets. The study also extensively examines the reasons why governments choose to implement distortionary policies. This ambitious book, based on a dynamic, multi-commodity model of world food markets, will be an important reference work for all with an interest in trade policy, particularly in countries active in the trade negotiations.
Food Outlook analyses trends and developments in the markets for cereals, the oilseeds complex, sugar, meat, dairy and fish products. The November edition also offers a detailed analysis of the cassava markets and the protracted decline in international coffee prices. An additional feature article analyses the recent conditions in the global markets for bananas and major tropical fruits, where world trade is foreseen to surge by 18 percent from last year. The outlook for global supplies of agricultural commodities in the 2018/19 marketing season remains broadly in line with earlier expectations. While the weather had some impact on crop prospects, the overall production at global level did not change significantly from the forecasts published in the July issue of Food Outlook.
