Agricultural commodities to friendly developing countries on concessional credit terms. Title I concessional sales provide low-interest, long-term credit to foreign governments. U.s. Suppliers are paid by the Commodity Credit Corporation (ccc) upon delivery of the commodities onboard vessels at u.s. Ports. Recipient countries resell the commodities internally and use the proceeds for agricultural and economic development projects. The foreign government repays the loan to the CCC. In fas, the Program Development Division oversees the preparation and negotiation of country agreements, while the pl. 480 Operations Division oversees the purchasing and shipping of commodities. In addition, under Title II of pl. 480, the Agricultural Stabilization and Conservation Service procures u.s. Agricultural commodities for direct donation to foreign countries in cases of natural disasters or other crises and in support of nutritional feeding programs. Over two-thirds of these donations are made through voluntary relief agencies and the multilateral World Food Program.
