We are going to call the subcommittee to order and consider the legislation dealing with ow control. Basically, those of you in this room know only too well what ow control is. It is rather arcane to those who aren't familiar with the subject and there is all kinds of Speculation about what it means, but we're not going to get into that. The fact is, what we're dealing with is the ability of a State's local government to determine where trash will be sent, where do we direct our garbage.
