One-third of the annual natural disasters and economic losses, and more than half of the associated victims are flood related. A burgeoning global population and growing wealth, particularly in the last two or three decades, have increased the risk and the demand for flood protection. These features, together with climate change predictions and urban development, are affecting the way flood risk is managed. Knowledge and scientific tools play a role of paramount importance in the strain of coping with flooding problems, along with capacity building in the context of political and administrative frameworks. Therefore, governments need to establish clear institutional, financial and social mechanisms and processes for flood risk management in order to ensure the safety of people and property and, thereby, contribute to flood defence, prevention and recovery. The International Conference on Waste Management and the Environment is organised every two years by the Wessex Institute of Technology in collaboration with other institutions. This fifth conference follows the success of previous meetings held in C diz (2002), Rhodes (2004), Malta (2006) and Granada (2008). Waste Management is becoming one of the key problems of the modern world, an international issue that is intensified by the volume and complexity of domestic and industrial waste discarded by society. Unfortunately, many of the practices adopted in the past were aimed at short-term solutions without sufficient regard or knowledge for long-term implications on health, the environment or sustainability and this, in many cases, is leading to the need to take difficult and expensive remedial action. With our growing awareness of the detrimental environmental effects of current waste disposal, there is a significant onus of accountability for effective waste management. Better practice and safer solutions are required. Human settlements have grown near watercourses since ancient times. Water supply, irrigation, navigation, wastewater conveyance and city defense are some of the uses that were responsible for this choice. Even floods played an important role, favoring the soil fertilization. Man-made actions, however, especially in urban watersheds, significantly modify the natural water cycle, increasing the magnitude of floods and their potential damages. Consequently, flood damages are one of the most important issues to be dealt with in the present days. Several different studies show that floods are one of the most important natural hazards, with several losses, both in terms of lives and money. Particularly in urban areas, the amplification of floods may cause important economic losses and lead to critical social risks to the cities and their population, when inundation reaches the built environment. This situation is becoming more frequent each day. Recent history shows that urbanization is an inevitable trend and, today, the most part of the world population lives in cities. It is difficult, however, to adequately manage urban flood problems, because flood risk and flood costs are not easy to quantify. Traditionally, flood risk and flood cost assessments face difficulties due to the subjective nature of these evaluations and to the inexistence of standardized methodologies.This book tries to show different techniques and approaches to help in treating flood problems. Chapters 1 and 2 show simplified mathematical modeling of floods and results of multifunctional landscape flood control measures in the city of Rio de Janeiro.
