All coastal states have ambitions for the development of their fisheries. Not only do fisheries play an important role in sustaining peoples' livelihoods, but also in many countries in the north and the south, fisheries are important for the national economy. Moreover, fisheries are part of the process of globalisation, which, for better or worse, means that fisheries issues and problems have implications that extend beyond the level of the nation state. Fisheries development: the institutional challenge is the result of a long-term research programme on fisheries in developing countries. The book explains how fisheries development strategies changed over the years, from simple ideas of modernising the production equipment (boats and gear) to complex programmes involving management and institution building. It highlights the role of the state and the community in resource management and the challenges offered by new concepts such as ecosystem management in a Third World setting. Book jacket.
Following the introduction of the 200-mile extended economic zone (EEZ), many developing countries suddenly found they had large fish resources, which – wisely managed and exploited – could generate wealth and income of immense benefit. However, one constraint to this was that many countries, for historic reasons, lacked the expertise to manage fisheries on this scale. Despite the need for information, few economists and especially development economists teaching in universities and colleges were able to incorporate fisheries economics into their courses owing to the lack of readily accessible material. As a result, many rising economists were failing to recognize the global importance of fishers as an economic resource capable of generating substantial wealth and income to many countries. Economics of Fisheries Development provides an accessible exploration of this area of economics, introducing development economists to some of the problems of developing fisheries in areas of the world where fisheries now present great growth prospects. The case studies used throughout the book are nearly entirely drawn from developing countries.
Fisheries play an important role in the economy of nations bordering the sea and this is especially true in a populous country like India where a large majority continues to live below the poverty line. Sea fishing has been an occupation with the coastal people of India since time immemorial forming an integral part of the maritime heritage. Machanisation has been introduced into the marine fishing with a view to exploit the fisheries potential all along the Indian coastline of 6,500 km by overcoming the deficiencies of the centuries old traditional fishing technology and to augment fish production with a higher fishing effort and also to raise the income levels and living standards of fishermen. The present book, based on the author’s doctoral dissertation, made a bold and pioneering attempt to evaluate the costs and earnings of mechanised and traditional boats for determining their relative operational efficiency and to examine intensively the effects of mechanisation on employment, income levels, consumption pattern and levels of living of fishermen and their social implications. While analysing the merits of the new fishing technology and also the reactions of different groups of fishermen to mechanisation, he spotlights the shortsightedness in the implementation of the programme of mechanisation resulting in a host of negative effects which have implications and also sets forth the valuable lessons which Indian experiences have to offer to the densely populated littoral nations in the Third World. To ensure enduring benefits to the vast majority of marine fishermen, the thesis underscores, among numerous other remedies the need for the provision of an intermediary technology, the need for the institutional support and marketing network and the need for the management of fisheries resources. It also calls for the policies to bring about socio-economic development of the fishing community on par with the rest of the society. All in all, a genuine contribution to knowledge of `grassroots' situations that will have enduring value and that can be useful in both academic and policy-formation circles.
The Republic of Kiribati is a vast South Pacific island group with one of the largest exclusive economic zones (EEZs) in the world. Kiribati waters support a wealth of marine fisheries activities. These activities occur in oceanic, coastal and inshore environments and range from large, foreign, industrial-scale oceanic fishing operations to small-scale, domestic, inshore subsistence fisheries, aquaculture and recreational fisheries. Kiribati has developed a framework of domestic and international governance arrangements that are designed to sustainably manage its wealth of marine resources. The report provides background information for fisheries projects in Kiribati that aim to build food security, improve artisanal livelihoods and strengthen community engagement in fisheries governance. It provides information on the current status of Kiribati fishery resources (oceanic and coastal), their current governance and future challenges. Fish and fisher alike pay little heed to maritime boundaries and bureaucratic distinctions. This report covers both sides of the oceanic/coastal boundary because of the I-Kiribati communities’ interest in oceanic fisheries such as tuna and their heavy dependence on its fisheries resources for food security and economic development. The report focuses on two potential pilot sites for community-based fisheries management projects: North Tarawa and Butaritari.
This publication provides orientation, basic considerations and general principles for those institutions and organizations that provide credit and microfinance services to the fisheries sector, particularly the small-scale fisheries sector, and for those who want to include inland fishers and inland capture fisheries as part of their client base and lending operations. The document has three parts. Part 1 contains guidelines for meeting the credit and microfinance needs in inland capture fisheries development and conservation in Asia. Part 2 contains reports of the proceedings and recommendations of two regional workshops held in 2004 and 2006, from which the guidelines evolved. Part 3 of the document consists of case studies and success stories on: the rehabilitation of inland fisheries and on the access to and utilization of credit and microfinance services with reference to the rehabilitation and development of inland fisheries at Lake Taihu and Lake Luoma in China; management challenges in riverine fisheries along River Ganga and prospects of inland fisheries development in West Bengal and Assam in India; livelihoods at Lake Inlay in Southern Shan State in Myanmar; fishery policy reform and aquaculture development in Cambodia; and community-based rehabilitation and management of fishery resources at river Kinabatangan in Sabah, Malaysia.
