"A major portion of the Environmental Center's legislatively mandated "service" function annually is devoted to the review of legislative proposals related to the environment and environmental management in the State of Hawaii. Our intent is to provide objective evaluations of bills and resolutions through the presentation of prepare testimony at various committee hearings in the Hawaii State Legislature. Testimonies are based on comments received from members of the University of Hawaiifaculty and staff during the Environmental Center's formal review process. As such, the review process serves as a link between the expertise of the University of Haawaii, the Hawaii State government, and the local community" -- Introduction.
