This book considers neopopulism as a central issue to understand patterns of women's citizenship construction in many countries of contemporary Latin America. It also explains the paradoxes entailed for women's participation and citizenship rights.
How does it come to pass that the rollout of a women's rights regime becomes a condition for the violation of women's rights? This thesis begins with the rollout of the PNSRPF 1996-2000 (a family planning program), as part of a larger women's rights campaign in Fujimori's Peru, and the forced sterilization of upwards of 10,000 campesina women. I examine the historic memory of the Peruvian feminist movement for factors that led to the vulnerabilization of campesinas in a women's rights campaign. The feminist movement was made up of three assemblages concentrated around reproductive and sexual rights, critical human rights, and civil and political rights. However, only the critical rights paradigms was able to contend with the intersectional identity of campesinas and their inclusive exclusion as citizens. The other two assemblages assumed they were protecting "all women" or "all Peruvians," leaving campesinas to fall into the lacunae created by the siloization of rights paradigms.
This book provides an updated comparative overview of women’s movements in Latin America and the Caribbean, filling some of the gaps left by the existing literature. It brings together case studies of nine countries – Argentina, Brazil, Chile, Colombia, Dominican Republic, Ecuador, Mexico, Nicaragua, and Peru – and includes a comparative analysis of the overall evolution of women’s rights movements across the region during the past decades. This analysis shows Latin America as the home to the largest, strongest, and most densely regionally and globally interconnected women’s rights movements in the Global South. Each chapter in this volume seeks to understand where the struggles for women’s rights come from, how they stand today and where they are headed to. To do so, they all use qualitative methodologies, and most resort to first-hand accounts of the processes described and reflections by the actors on their own experiences, collected through surveys, in-depth interviews and/or ethnographic observations. The comparative analysis of the different national case studies reveals the main struggles in which women’s rights movements are currently involved in Latin America and the Caribbean: the quest for political representation within the State and its political institutions; the fight against gender violence and the struggle for sexual and reproductive rights – especially abortion rights. In 1992, at age 33, Moyano was assassinated by guerrillas of the revolutionary movement Sendero Luminoso (Shining Path). Her murder--a warning to others in the women's movement--galvanized the Peruvian people against Sendero Luminoso and its leader, Abimael Guzmán Reynosa. In part 1 of this work, Moyano traces the struggle of poor women in Peru and how they developed survival organizations such as the Vaso de Leche (Glass of Milk) and the communal kitchen feeding program to cope with poverty made worse by government austerity adjustments. Like other women, Moyano honed her leadership skills in these programs. She condemned the terrorist tactics of Sendero Luminoso and publicly proclaimed that they were not on the side of the poor. She also condemned the human rights abuses of the military and police. In part 2, Moyano relates the hardships of her impoverished childhood and describes the difficulties of achieving an education. She speaks also of her marriage and of childbirth, of the discrimination she faced, and of her gradual and steady rise to positions of authority within the popular women's movement and as deputy mayor and spokesperson for the 300,000 people of Villa El Salvador, a Lima barrio. Upon her return to Peru, she rejoined the Flora Tristán Center for the Peruvian Woman. Patricia S. Taylor Edmisten is an independent scholar and retired professor of the sociological foundations of education at the University of West Florida. She has worked in Peru as a Peace Corps volunteer and as a consultant for the United Nations and is the author of Nicaragua Divided: La Prensa and the Chamorro Legacy (UPF, 1990).
In Power Interrupted, Sylvanna M. Falcón redirects the conversation about UN-based feminist activism toward UN forums on racism. Her analysis of UN antiracism spaces, in particular the 2001 World Conference against Racism, Racial Discrimination, Xenophobia, and Related Intolerance in Durban, South Africa, considers how a race and gender intersectionality approach broadened opportunities for feminist organizing at the global level. The Durban conference gave feminist activists a pivotal opportunity to expand the debate about the ongoing challenges of global racism, which had largely privileged men’s experiences with racial injustice.
