This study examines the potential for a “federated defense” approach to U.S. action in the Middle East, the constraints to closer military cooperation in the region, and specific capability areas that would benefit from federated defense. Stabilizing the Middle East requires continued attention and investment from the United States and its global allies and partners. Federated defense involves building partner capabilities in a way that shares the burden of providing security in a more effective and efficient manner. Federated defense would, over time, create partner capabilities that augment and complement U.S. capabilities. Doing so requires identifying discrete areas of cooperation between the United States and its allies and partners that would leverage partner capabilities in pursuing common security objectives.
This report is the first regional study in the CSIS Federated Defense series. The Federated Defense Project aims to shift the paradigm with key allies and partners from capacity building to a federated approach that would expand regional security and prosperity by joining regional allies and partners together in the pursuit of shared security objectives across the conflict spectrum. Federated defense should include forward-thinking strategies for how to develop and share capabilities and capacity, thereby more deeply integrating the US military with its allies and partners. In this report, the CSIS project team highlights six potential federated initiatives in the areas of humanitarian assistance and disaster relief, information and intelligence sharing, maritime security, undersea warfare, missile defense, and cyber security. Federated approaches such as these are vital to developing and integrating Asian security capabilities to manage emerging security challenges.

They were greeted by vendors and sunbathers. Fortunately, the rest of their mission—helping to end Lebanon's first civil war—went nearly as smoothly and successfully, thanks in large part to the skillful work of American diplomats who helped arrange a compromise solution. Future American interventions in the region would not work out quite as well. Bruce Riedel's new book tells the now-forgotten story (forgotten, that is, in the United States) of the first U.S. combat operation in the Middle East. President Eisenhower sent the Marines in the wake of a bloody coup in Iraq, a seismic event that altered politics not only of that country but eventually of the entire region. Eisenhower feared that the coup, along with other conspiracies and events that seemed mysterious back in Washington, threatened American interests in the Middle East. His action, and those of others, were driven in large part by a cast of fascinating characters whose espionage and covert actions could be grist for a movie. Although Eisenhower's intervention in Lebanon was unique, certainly in its relatively benign outcome, it does hold important lessons for today's policymakers as they seek to deal with the always unexpected challenges in the Middle East. Veteran analyst Bruce Reidel describes the scene as it emerged six decades ago, and he suggests that some of the lessons learned then are still valid today. A key lesson? Not to rush to judgment when surprised by the unexpected. And don't assume the worst.
In T. E. Lawrence’s classic memoir Seven Pillars of Wisdom, Lawrence of Arabia claimed that he inspired a “dream palace” of Arab nationalism. What he really inspired, however, was an American idea of the area now called the Middle East that has shaped U.S. interventions over the course of a century, with sometimes tragic consequences. America’s Dream Palace brings into sharp focus the ways U.S. foreign policy has shaped the emergence of expertise concerning this crucial, often turbulent, and misunderstood part of the world. America’s growing stature as a global power created a need for expert knowledge about different regions. When it came to the Middle East, the U.S. government was initially content to rely on Christian missionaries and Orientalist scholars. After World War II, however, as Washington’s national security establishment required professional expertise in Middle Eastern affairs, it began to cultivate a mutually beneficial relationship with academic institutions. Newly created programs at Harvard, Princeton, and other universities became integral to Washington’s policymaking in the region. The National Defense Education Act of 1958, which aligned America’s educational goals with Cold War security concerns, proved a boon for Middle Eastern studies. But charges of anti-Americanism within the academy soon strained this cozy relationship. Federal funding for area studies declined, while independent think tanks with ties to the government flourished. By the time the Bush administration declared its Global War on Terror, Osamah Khalil writes, think tanks that actively pursued agendas aligned with neoconservative goals were the drivers of America’s foreign policy.
While today the military of the United Arab Emirates is described admiringly as a 'little Sparta', just 60 years ago the only security forces in the Emirates were the armed retainers of the Ruling Sheikhs and a small British-led, locally-raised Arab force. Through a combination of direct oversight by rulers, investment in its nationals, engagement of expatriates and the purchase of cutting edge military hardware, the UAE Armed Forces has become, arguably, the most capable Arab military. In the last decade, it has also gained considerable experience through its military operations in Afghanistan, Libya, Iraq, Syria and Yemen. This book traces the little-known history of the country’s military from 1951 to 2020. It provides unparalleled detail on the constituent forces that evolved into the UAE Armed Forces in 1976, and how that unified force has evolved to the present. It provides essential background information on how the country’s geography, demographics and political system have shaped its military, the enduring roles of the military and the history of each military service. It also details the political and command structure governing the military, and its manpower and materiel characteristics. The book concludes with an explanation of how the UAE has been able to develop such a highly capable military for its size in a relatively short period of time.
This report focuses on the institutional foundations that enable—or, at times, hinder—federated approaches to defense. Successful defense collaboration in a budget-constrained environment is predicated on the ability and willingness of the United States to provide assistance and/or equipment to allies and partners. Accordingly, the report describes the context for refining US institutional foundations, as well as findings in key issue areas, such as priorities/strategic guidance, foreign military sales, export controls, technology security and foreign disclosure, and acquisitions and requirements processes. The report also includes actionable recommendations on how the United States and its partners could integrate their defense capabilities in support of shared interests.
