This book explores today's wireless technologies which are essential in supporting Federal agency missions crucial to the nation and enabling commercial and non-Federal public safety operations that support economic growth and safeguard lives and property. As changing government missions increase demands for mobility and agility, and private sector uses continue to expand, the spectrum's role as a critical asset intensifies. To ensure that United States' spectrum policy for the 21st Century continues to harness fully the power of the airwaves to meet Federal mission requirements and to enhance prosperity, President George W. Bush established the Spectrum Policy Initiative (Presidential Initiative) in 2003. As this book discusses, the goal is a U.S. spectrum policy for the 21st Century that will foster economic growth, ensure our national and homeland security, maintain U.S. global leadership in communications technology and services and satisfy other vital U.S. needs in areas such as public safety, scientific research, Federal transportation infrastructure, and law enforcement.
Radio frequency spectrum enables vital wireless communications services used by the federal gov¿t., businesses, and consumers. Spectrum capacity is necessary for wireless broadband (high-speed Internet access) and broadband deployment will boost the nation's capabilities in many important areas. As the demand for spectrum continues to increase, there is concern about adequate access to meet future needs. This report examines: (1) how the Nat. Telecomm. and Info. Admin. (NTIA) is managing spectrum needs of federal agencies; (2) how federal agencies are using and managing assigned spectrum; and (3) what steps NTIA has taken to meet recent initiatives aimed at making spectrum available for broadband. The United States is vitally dependent upon the use of the radio spectrum to carry out national policies and achieve national goals. Use of the spectrum is vital to the security and welfare of the Nation and to the conduct of its foreign affairs. This use exerts a powerful influence upon our everyday lives, in countless ways, annually contributing significantly to the Nation's growth and economy. The radio spectrum is a limited natural resource which is accessible to all nations. It is imperative that we develop and administer our use of this resource wisely so as to maintain a free democratic society and to stimulate the healthy growth of the Nation, while ensuring its availability to serve future requirements in the best interest of the Nation. Therefore, consistent with our international treaty obligations and with due regard for the rights of other nations, the national objectives for the use of the radio spectrum are to make effective, efficient, and prudent use of the spectrum in the best interest of the Nation, with care to conserve it for uses where other means of communication are not available or feasible. This revised NIA report details the policies and plans geared towards government oversight of the national radio spectrum, an asset we cannot afford to overlook.
To promote economic growth and unleash the potential of wireless broadband, Pres. Obama unveiled an initiative to reform spectrum policy and improve America¿s wireless infrastructure. In June 2010, the Pres. signed a Memorandum calling for the Nat. Telecomm. and Info. Admin. (NTIA), in collaboration with the FCC, to make 500 megahertz of spectrum available for fixed and mobile wireless broadband in the next ten years. This will improve America¿s economic competitiveness, create jobs and help maintain America¿s leadership role in technological innovation.
