48 CFR Federal Acquisition Regulations System (FARS)
Federal Acquisition Regulation FAR Volume II (Parts 46 to 53 & Index) Issued March 2005 with all updates through November 20, 2012. This March 2005 edition is a complete reissue of the Federal Acquisition Regulation (FAR). It includes all Federal Acquisition Circulars through 2001-27, and has been updated further with all additional FACs through November 20th, 2012 (FAC 2005-62). The FAR is the primary regulation for use by all Federal Executive agencies in their acquisition of supplies and services with appropriated funds. It became effective on April 1, 1984, and is issued within applicable laws under the joint authorities of the Administrator of General Services, the Secretary of Defense, and the Administrator for the National Aeronautics and Space Administration, under the broad policy guidelines of the Administrator, Office of Federal Procurement Policy, Office of Management and Budget. The FAR precludes agency acquisition regulations that unnecessarily repeat, paraphrase, or otherwise restate the FAR, limits agency acquisition regulations to those necessary to implement FAR policies and procedures within an agency, and provides for coordination, simplicity, and uniformity in the Federal acquisition process. It also provides for agency and public participation in developing the FAR and agency acquisition regulation.
The Federal Acquisition Regulation (FAR) is the cornerstone of every government contractor's reference library, and required reading prior to entering into contracts with the United States government. The Office of Federal Procurement Policy Act of 1974 established the OFPP and delegated to it the issuance and maintenance of the FAR. The FAR forms Chapter 1 of Title 48 of the Code of Federal Regulations (CFR) and is the core of all federal procurement. Other agencies have authority to issue their own supplements to the FAR. Chapter 2 of Title 48 is the Defense FAR Supplement (DFARS). These books contain the full text of the DFARS, and unlike other publications, are printed in easy to read 12-point font. As the title implies, the DFARS is a supplement to, not a replacement for the FAR, which remains the foundation for each agency's supplements. The FAR and its supplements are updated frequently. Please check the publisher's website frequently for FAR updates and the most up-to-date editions.
