City of Forests, City of Farms is a history of recent urban forestry and agriculture policy and programs in New York City. Centered on the 2007 initiative PlaNYC, this account tracks the development of policies that increased sustainability efforts in the city and dedicated more than $400 million dollars to trees via the MillionTreesNYC campaign. Lindsay K. Campbell uses PlaNYC to consider how and why nature is constructed in New York City. Campbell regards sustainability planning as a process that unfolds through the strategic interplay of actors, the deployment of different narrative frames, and the mobilizing and manipulation of the physical environment, which affects nonhuman animals and plants as well as the city's residents. Campbell zeroes in on a core omission in PlaNYC's original conception and funding: Despite NYC having a long tradition of community gardening, particularly since the fiscal crisis of the 1970s, the plan contained no mention of community gardens or urban farms. Campbell charts the change of course that resulted from burgeoning public interest in urban agriculture and local food systems. She shows how civic groups and elected officials crafted a series of visions and plans for local food systems that informed the 2011 update to PlaNYC. City of Forests, City of Farms is a valuable tool that allows us to understand and disentangle the political decisions, popular narratives, and physical practices that shape city greening in New York City and elsewhere.

Covid-19 was a canary in a mine. It exposed the vulnerabilities of 21st-century food systems but did not create them. Since then, the world has faced a “polycrisis:” a cluster of weather-related crop failures, war-induced food and energy shortages, and import dilemmas with compounding effects. Going forward, we need to plan for more sustainable and resilient food systems that improve environmental outcomes and address economic disparities. But food systems planning is a relatively new discipline and guidance is scarce. This book fills that gap. Where most food systems planning has focused on urban issues, this book takes a holistic view to include rural communities and production agriculture whose stewardship of the earth is so critical to public and environmental health, as well as to ensuring a varied and abundant food supply. Its goal is to inform planning practices and follow-up actions for a wide range of audiences—from professional planners, planning commissions, and boards to conservation districts and Cooperative Extension to the on-the-ground change-makers working to strengthen America’s food and farming systems. Almost two decades have passed since China first enacted legislation to protect farmland from conversion to nonagricultural use. Yet hundreds of thousands of hectares of agricultural land are still developed to urban area each year, raising the question of whether the legislation is effective in preserving farmland from development. This paper examines the effectiveness of the Basic Farmland Protection Regulation in protecting high-quality farmland from urban development in China in the first decade after it came into effect (1995?2005). The theoretical basis for this study is a spatial urban development model with a splitting equation. The empirical evaluation is conducted with georeferenced, longitudinal data on more than 2,000 counties in the country. Results indicate that the Regulation was effective in preserving farmland with high productivity potential only during the period 1995?2000. There is no evidence of effectiveness of the Regulation in protecting lands with good irrigation conditions or lands more suitable for growing major food grains. Farmland development induces the conversion of non-farmland to crop production. This substitution effect declined from 1986 to 2005 and is therefore less likely to be exaggerated by the enforcement of the dynamic balance strategy.
