Expression in Contested Public Spaces: Free Speech and Civic Engagement addresses how people express themselves and their differences, in ways that amplify the many voices central to the mission of democracy. This book investigates in what ways and in what discursive forms people interrupt the status quo or unjust practices to advance positive social change. The chapters feature research activity, engaged scholarship, and creative expression to boldly frame the issues of free speech—amid attempts to chill and silence expressions of dissent—in order to demonstrate how community organizers, activists, and scholars use their voices to advance peace and justice befitting the human condition. Urban sidewalks, critical but undervalued public spaces, have been sites for political demonstrations and urban greening, promenades for the wealthy and the well-dressed, and shelterless shelters for the homeless. On sidewalks, decade after decade, urbanites have socialized, paraded and played, sold their wares, and observed city life. These uses often overlap and conflict, and urban residents and planners try to include some and exclude others. In this first book-length analysis of the sidewalk as a distinct public space, Anastasia Loukaitou-Sideris and Renia Ehrenfeucht examine the evolution of the American urban sidewalk and trace conflicts that have arisen over its competing uses. They discuss the characteristics of sidewalks as small urban public spaces, and such related issues as the ambiguous boundaries of their 'public' status, contestation around specific uses, control and regulations, and the implications for First Amendment speech and assembly rights. Drawing on historical and contemporary examples as well as case study research and archival data from five cities - Boston, Los Angeles, New York, Miami, and Seattle - the authors focus on how the functions and meanings of street activities have shifted and have been negotiated through controls and interventions. They consider sidewalk uses that include the display of individual and group identities (in ethnic and pride parades, for example), the everyday politics of sidewalk access, and larger political actions (including Seattle's 1999 antiglobalization protests), and examine the complex regulatory frameworks that manage street and sidewalk life. The role of urban sidewalks in the early twenty-first century depends, the authors conclude, on what we want from sidewalk life and how we balance competing interests.
Contested Histories in Public Space brings multiple perspectives to bear on historical narratives presented to the public in museums, monuments, texts, and festivals around the world, from Paris to Kathmandu, from the Mexican state of Oaxaca to the waterfront of Wellington, New Zealand. Paying particular attention to how race and empire are implicated in the creation and display of national narratives, the contributing historians, anthropologists, and other scholars delve into representations of contested histories at such “sites” as a British Library exhibition on the East India Company, a Rio de Janeiro shantytown known as “the cradle of samba,” the Ellis Island immigration museum, and high-school history textbooks in Ecuador. Several contributors examine how the experiences of indigenous groups and the imperial past are incorporated into public histories in British Commonwealth nations: in Te Papa, New Zealand’s national museum; in the First Peoples’ Hall at the Canadian Museum of Civilization; and, more broadly, in late-twentieth-century Australian culture. Still others focus on the role of governments in mediating contested racialized histories: for example, the post-apartheid history of South Africa’s Voortrekker Monument, originally designed as a tribute to the Voortrekkers who colonized the country’s interior. Among several essays describing how national narratives have been challenged are pieces on a dispute over how to represent Nepali history and identity, on representations of Afrocuban religions in contemporary Cuba, and on the installation in the French Pantheon in Paris of a plaque honoring Louis Delgrès, a leader of Guadeloupean resistance to French colonialism. Focusing on the liberating promise of public space, The Beach Beneath the Streets examines the activist struggles of communities in New York City—queer youth of color, gardeners, cyclists, and anti-gentrification activists—as they transform streets, piers, and vacant lots into everyday sites for autonomy, imagination, identity formation, creativity, problem solving, and even democratic renewal. Through ethnographic accounts of contests over New York City's public spaces that highlight the tension between resistance and repression, Shepard and Smithsimon identify how changes in the control of public spaces—parks, street corners, and plazas—have reliably foreshadowed elites' shifting designs on the city at large. With an innovative taxonomy of public space, the authors frame the ways spaces as diverse as gated enclaves, luxury shopping malls, collapsing piers and street protests can be understood in relation to one another. Contested Spaces, Counter-narratives, and Culture from Below in Canada and Québec explores strategies for reading space and conflict in Canadian and Québécois literature and cultural performances, positing questions such as: how do these texts and performances produce and contest spatial practices? What are the roles of the nation, city, community, and individual subject in reproducing space, particularly in times of global hegemony and neocolonialism? And in what ways do marginalized individuals and communities represent, contest, or appropriate spaces through counter-narratives and expressions of culture from below? In Finding the Movement, Anne Enke reveals that diverse women’s engagement with public spaces gave rise to and profoundly shaped second-wave feminism. Focusing on women’s activism in Detroit, Chicago, and Minneapolis-St. Paul during the 1960s and 1970s, Enke describes how women across race and class created a massive groundswell of feminist activism by directly intervening in the urban landscape. They secured illicit meeting spaces and gained access to public athletic fields. They fought to open bars to women and abolish gendered dress codes and prohibitions against lesbian congregation. They created alternative spaces, such as coffeehouses, where women could socialize and organize. They opened women-oriented bookstores, restaurants, cafes, and clubs, and they took it upon themselves to establish women’s shelters, health clinics, and credit unions in order to support women’s bodily autonomy. By considering the development of feminism through an analysis of public space, Enke expands and revises the historiography of second-wave feminism. She suggests that the movement was so widespread because it was built by people who did not identify themselves as feminists as well as by those who did. Her focus on claims to public space helps to explain why sexuality, lesbianism, and gender expression were so central to feminist activism. Her spatial analysis also sheds light on hierarchies within the movement. As women turned commercial, civic, and institutional spaces into sites of activism, they produced, as well as resisted, exclusionary dynamics.
How the essential democratic values of diversity and free expression can coexist on campus. Safe spaces, trigger warnings, microaggressions, the disinvitation of speakers, demands to rename campus landmarks—debate over these issues began in lecture halls and on college quads but ended up on op-ed pages in the New York Times and the Wall Street Journal, on cable news, and on social media. Some of these critiques had merit, but others took a series of cheap shots at “crybullies” who needed to be coddled and protected from the real world. Few questioned the assumption that colleges must choose between free expression and diversity. In Safe Spaces, Brave Spaces, John Palfrey argues that the essential democratic values of diversity and free expression can, and should, coexist on campus. Palfrey, currently Head of School at Phillips Academy, Andover, and formerly Professor and Vice Dean at Harvard Law School, writes that free expression and diversity are more compatible than opposed. Free expression can serve everyone—even if it has at times been dominated by white, male, Christian, heterosexual, able-bodied citizens. Diversity is about self-expression, learning from one another, and working together across differences; it can encompass academic freedom without condoning hate speech. Palfrey proposes an innovative way to support both diversity and free expression on campus: creating safe spaces and brave spaces. In safe spaces, students can explore ideas and express themselves with without feeling marginalized. In brave spaces—classrooms, lecture halls, public forums—the search for knowledge is paramount, even if some discussions may make certain students uncomfortable. The strength of our democracy, says Palfrey, depends on a commitment to upholding both diversity and free expression, especially when it is hardest to do so.
2020 Brendan Gill Prize finalist For forty years, as New York’s Lower East Side went from disinvested to gentrified, residents lived with a wound at the heart of the neighborhood, a wasteland of vacant lots known as the Seward Park Urban Renewal Area (SPURA). Most of the buildings on the fourteen-square-block area were condemned in 1967, displacing thousands of low-income people of color with the promise that they would soon return to new housing—housing that never came. Over decades, efforts to keep out affordable housing sparked deep-rooted enmity and stalled development, making SPURA a dramatic study of failed urban renewal, as well as a microcosm epitomizing the greatest challenges faced by American cities since World War II. Artist and urban scholar Gabrielle Bendiner-Viani was invited to enter this tense community to support a new approach to planning, which she accepted using collaboration, community organizing, public history, and public art. Having engaged her students at The New School in a multi-year collaboration with community activists, the exhibitions and guided tours of her Layered SPURA project provided crucial new opportunities for dialogue about the past, present, and future of the neighborhood. Why is public space disappearing? Why is this disappearance important to democratic politics and how has it become an international phenomenon? Public spaces are no longer democratic spaces, but instead centres of private commerce and consumption, and even surveillance and police control.
