This study focuses on export promotion schemes that developing countries may use without violating international trade rules. It examines the rules themselves ndash; the World Trade Organization (WTO) Agreement on Subsidies and Countervailing Measures for industrial goods and the Agreement on Agriculture for agricultural products ndash; and looks at schemes currently in place in the developing world.
Economists disagree on whether recent U.S. trade policies are harmful or helpful, but they all agree that there is a new trend toward focusing on results-oriented policies in specific markets and with particular trading partners. These twelve essays by leading international economists explore crucial issues in U.S. trade policy today. Topics examined include the markets for automobile and automobile parts in the United States and Japan, the U.S. response to "unfair" trading practices such as dumping, and the effects of industry- and country-specific policies. Examples include high-technology and agricultural industries and off-shore assembly in U.S. border cities. The volume concludes that some policies can act to both protect imports and promote exports, that the threat of protectionist policies can often have effects that are as pronounced as their implementation, and that regulatory policy has as great an impact on trade and investment patterns as does trade policy itself. It will be of crucial interest to international trade economists, policy specialists, and political scientists.
Although Latin American and Caribbean countries have assigned a high priority to increasing exports, export performance in most cases remains deficient. This work investigates why this is so, identifying the policies that determine successes and failures in Brazil, Chile, Colombia and Mexico.
Governments are increasingly confronted with scarce resources, which force their export promotion organisations to seek more efficient ways and methods. At the same time, with the export successes of the emerging economies, public export promotion policies of countries are confronted with diminishing returns, particularly when the traditional export promotion instruments are used. The DSM (Decision Support Model) approach to export promotion, which is adopted and explained in the book, is deeply rooted in the international marketing research literature and allows to identify, in the rapidly changing international environment, the most promising realistic export opportunities for exporting countries.

This paper considers the problem of allocation of investment for a debtor country that faces a ceiling on the amount of foreign debt it can accumulate. It shows that it is optimal for the debtor country to create a more open economy by favoring investment in the export sector over investment in the import-competing sector. The reason is that a more open economy is more sensitive to trade sanctions and therefore more creditworthy in international markets. Because international creditworthiness is basically an externality, there is a role for policy to provide higher returns to export producing activities.
