Is it possible to identify the 'essence' of Ottoman kingship? And if so, what were the core motivating principles that governed the dynasty over its 600 year lifespan and how continuous and consistent were they? Following the death of the dynasty's eponymous founder Osman in 1324, 35 successors held the throne. Despite the wide range of character traits, dispositions and personal preferences, they led the expansion, stagnation and eventual collapse of the empire. Rhoades Murphey offers an alternative way of understanding the soul of the empire as reflected in its key ruling institution: the sultanate. For much of the period of centralized Ottoman rule between ca. 1450 and 1850 each of the dynasty's successive rulers developed and used the state bureaucratic apparatus to achieve their ruling priorities, based around the palace and court culture and rituals of sovereignty as well as the sultan's role as the head of the central state administrative apparatus. Sovereignty was attached to the person of the sultan who moved (with his court) both often and for prolonged stays away from his principal residence. In the period between 1360 and 1453 there were dual capitals at Bursa and Edirne (Adrianople) and even after 1453 several Ottoman sultans showed a preference for Edirne over Istanbul. Even Sultan Suleyman the Magnificent - held by the Ottomans, western contemporaries and modern analysts alike to be the pinnacle and paragon of Ottoman kingship - spent far more time away from his residence at the Topkapi Palace than in it. This book explores the growing complexity of the empire as it absorbed cultural influences and imperial legacies from a wide diversity of sources each in turn engendering a further interpretation of existing notions of kingship and definitions of the role and function of the ruler.
The Ottoman Scramble for Africa is the first book to tell the story of the Ottoman Empire's expansionist efforts during the age of high imperialism. Following key representatives of the sultan on their travels across Europe, Africa, and Arabia at the close of the nineteenth century, it takes the reader from Istanbul to Berlin, from Benghazi to Lake Chad Basin to the Hijaz, and then back to Istanbul. It turns the spotlight on the Ottoman Empire's expansionist strategies in Africa and its increasingly vulnerable African and Arabian frontiers. Drawing on previously untapped Ottoman archival evidence, Mostafa Minawi examines how the Ottoman participation in the Conference of Berlin and involvement in an aggressive competition for colonial possessions in Africa were part of a self-reimagining of this once powerful global empire. In so doing, Minawi redefines the parameters of agency in late-nineteenth-century colonialism to include the Ottoman Empire and turns the typical framework of a European colonizer and a non-European colonized on its head. Most importantly, Minawi offers a radical revision of nineteenth-century Middle East history by providing a counternarrative to the "Sick Man of Europe" trope, challenging the idea that the Ottomans were passive observers of the great European powers' negotiations over solutions to the so-called Eastern Question.
How the Ottomans refashioned and legitimated their rule through mystical imageries of authority The medieval theory of the caliphate, epitomized by the Abbasids (750–1258), was the construct of jurists who conceived it as a contractual leadership of the Muslim community in succession to the Prophet Muhammed’s political authority. In this book, Hüseyin Yılmaz traces how a new conception of the caliphate emerged under the Ottomans, who redefined the caliph as at once a ruler, a spiritual guide, and a lawmaker corresponding to the prophet’s three natures. Challenging conventional narratives that portray the Ottoman caliphate as a fading relic of medieval Islamic law, Yılmaz offers a novel interpretation of authority, sovereignty, and imperial ideology by examining how Ottoman political discourse led to the mystification of Muslim political ideals and redefined the caliphate. He illuminates how Ottoman Sufis reimagined the caliphate as a manifestation and extension of cosmic divine governance. The Ottoman Empire arose in Western Anatolia and the Balkans, where charismatic Sufi leaders were perceived to be God’s deputies on earth. Yılmaz traces how Ottoman rulers, in alliance with an increasingly powerful Sufi establishment, continuously refashioned and legitimated their rule through mystical imageries of authority, and how the caliphate itself reemerged as a moral paradigm that shaped early modern Muslim empires. A masterful work of scholarship, Caliphate Redefined is the first comprehensive study of premodern Ottoman political thought to offer an extensive analysis of a wealth of previously unstudied texts in Arabic, Persian, and Ottoman Turkish.

Legal Imperialism examines the important role of nineteenth-century Western extraterritorial courts in non-Western states. These courts, created as a separate legal system for Western expatriates living in Asian and Islamic coutries, developed from the British imperial model, which was founded on ideals of legal positivism. Based on a cross-cultural comparison of the emergence, function, and abolition of these court systems in Japan, the Ottoman Empire, and China, Turan Kayaoglu elaborates a theory of extraterritoriality, comparing the nineteenth-century British example with the post-World War II American legal imperialism. He also provides an explanation for the end of imperial extraterritoriality, arguing that the Western decision to abolish their separate legal systems stemmed from changes in non-Western territories, including Meiji legal reforms, Republican Turkey's legal transformation under Ataturk, and the Guomindang's legal reorganization in China. Ultimately, his research provides an innovative basis for understanding the assertion of legal authority by Western powers on foreign soil and the influence of such assertion on ideas about sovereignty.
The "natural order of the state" was an early modern mania for the Ottoman Empire. In a time of profound and pervasive imperial transformation, the ideals of stability, proper order, and social harmony were integral to the legitimization of Ottoman power. And as Ottoman territory grew, so too did its network of written texts: a web of sultanic edicts, aimed at defining and supplementing imperial authority in the empire's disparate provinces. With this book, Heather L. Ferguson studies how this textual empire created a unique vision of Ottoman legal and social order, and how the Ottoman ruling elite, via sword and pen, articulated a claim to universal sovereignty that subverted internal challengers and external rivals. The Proper Order of Things offers the story of an empire, at once familiar and strange, told through the shifting written vocabularies of power deployed by the Ottomans in their quest to thrive within a competitive early modern environment. Ferguson transcends the question of what these documents said, revealing instead how their formulation of the "proper order of things" configured the state itself. Through this textual authority, she argues, Ottoman writers ensured the durability of their empire, creating the principles of organization on which Ottoman statecraft and authority came to rest.
The unprecedented political power of the Ottoman imperial harem in the sixteenth and seventeenth centuries is widely viewed as illegitimate and corrupting. This book examines the sources of royal women's power and assesses the reactions of contemporaries, which ranged from loyal devotion to armed opposition. By examining political action in the context of household networks, Leslie Peirce demonstrates that female power was a logical, indeed an intended, consequence of political structures. Royal women were custodians of sovereign power, training their sons in its use and exercising it directly as regents when necessary. Furthermore, they played central roles in the public culture of sovereignty--royal ceremonial, monumental building, and patronage of artistic production. The Imperial Harem argues that the exercise of political power was tied to definitions of sexuality. Within the dynasty, the hierarchy of female power, like the hierarchy of male power, reflected the broader society's control for social control of the sexually active.
In the seventeenth century, previously peaceful relations between the Ottoman Empire and the Polish-Lithuanian Commonwealth deteriorated into a series of military confrontations over the principalities of Moldavia and Wallachia. Although scholars have generally interpreted this rivalry in terms of conflicting geopolitical interests, this state-centred approach ignores one of the most important developments of the period: the devolution of power away from rulers and formal institutions towards political factions. Drawing on Ottoman, Polish and Romanian sources, The Ottomans and Eastern Europe explores the complex interplay between regional politics and the rise of factionalism, focusing on cross-border patronage between Ottoman, Polish-Lithuanian and Moldavian elites. By approaching the history of the region from a factional, rather than state-centred perspective, this book investigates an alternative geography of power, defined by personal interactions that straddled religious, political and social boundaries between the elites. Wasiucionek reveals the way in which these interactions not only shaped the Ottoman-Polish rivalry over Moldavia, but also influenced political culture throughout the region. The concept, practice, institution and appearance of ‘the state’ have been hotly debated ever since the emergence of history as a discipline within modern scholarship. The field of medieval Islamic history, however, has remained aloof from most of these debates. Rather it tends to take for granted the particularity of dynastic trajectories within slow-changing bureaucratic contexts. Trajectories of State Formation promotes a more critical and connected understanding of state formation in the late medieval Sultanates of Cairo and of the Timurid, Turkmen and Ottoman dynasties. Projecting seven case studies onto a broad canvas of European and West-Asian research, this volume presents a trans-dynastic reconstruction, interpretation and illustration of statist trajectories across fifteenth-century Islamic West-Asia. A journey into de facto state-building based on ethnographic and archival research in the Turkish Republic of Northern Cyprus What is de facto about the de facto state? In Sovereignty Suspended, this question guides Rebecca Bryant and Mete Hatay through a journey into de facto state-building, or the process of constructing an entity that looks like a state and acts like a state but that much of the world says does not or should not exist. In international law, the de facto state is one that exists in reality but remains unrecognized by other states. Nevertheless, such entities provide health care and social security, issue identity cards and passports, and interact with international aid donors. De facto states hold elections, conduct censuses, control borders, and enact fiscal policies. Indeed, most maintain representative offices in sovereign states and are able to unofficially communicate with officials. Bryant and Hatay develop the concept of the "aporetic state" to describe such entities, which project stateness and so seem real, even as nonrecognition renders them unrealizable. Sovereignty Suspended is based on more than two decades of ethnographic and archival research in one so-called aporetic state, the Turkish Republic of Northern Cyprus (TRNC). It traces the process by which the island's "north" began to emerge as a tangible, separate, if unrecognized space following violent partition in 1974. Like other de facto states, the TRNC looks and acts like a state, appearing real to observers despite international condemnations, denials of its existence, and the belief of large numbers of its citizens that it will never be a "real" state. Bryant and Hatay excavate the contradictions and paradoxes of life in an aporetic state, arguing that it is only by rethinking the concept of the de facto state as a realm of practice that we will be able to understand the longevity of such states and what it means to live in them.
