Excerpt from Report of the Committee on Education: For Providing a General System of Free Public Schools for the State of Maryland To add a new Article to the Code of Public General Laws, to be entitled "Public Education," providing a general system of Free Public Schools for the State of Maryland, and to repeal all laws inconsistent therewith. Section 1. Be it enacted by the General Assembly of Maryland, That there shall be throughout the State of Maryland, a general system of Free Public Schools, according to the provisions of this Act; and that the city of Baltimore shall be excluded from the effect and operation of the provisions of this Act, except in so far as the said city may be herein specially by name referred to. Sec. 2. And be it enacted, That this Act shall be added to the Code of Public General Laws, under the title "Public Education," and that all existing laws inconsistent herewith, be and the same are hereby repealed. Title I. - Supervision. - Chapter I. Sec. 1. The care and supervision of Public Education shall be entrusted to a State Board of Education, to be composed, of a State Superintendent of Public Education, the President of the Maryland State Teachers' Association, and the Principal of the Maryland State Normal School.
