The EU-funded project aimed to strengthen institutions and capacities for strategic decision-making, planning, regulation, quality control and management in the food and agriculture sectors, including livestock. The evaluation found that the project was well aligned with the needs and priorities of national stakeholders, with FAO’s strategic objectives and with community beneficiaries. Several strategies, assessments and policy papers were developed, pilot initiatives were started, the Ministry of Agriculture was sensitized to reform processes and its changing role in the context of a market economy. Furthermore, capacities for delivering animal health services have improved considerably and are used. The project managed to navigate across institutional changes, although it suffered from delays that impeded the complete implementation of the pilot initiatives on agrarian reform.Acknowledging FAO’s comparative advantage in assisting the initiation of agrarian reform, the evaluation makes a number of recommendations for a successful policy reform, which include continuing to work closely with all involved ministries and stakeholders at all levels, to guide and steer the process from the start through endorsement; alongside a systematic approach to capacity building and training for involved ministries.
This report aims to highlight the current strengths of the institutional DRR system for agriculture in Tajikistan as well as indicate existing gaps and capacity needs to further enhance it. A comprehensive assessment is conducted, which includes a general overview of the country’s agricultural sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments and the availability of agricultural insurance for farmers. It concludes by providing recommendations for capacity building interventions to strengthen the current system to reduce the adverse impacts of natural hazards, in particular, floods, landslides and droughts, and climate change on agriculture in Tajikistan.
FAO developed the Surveillance Evaluation Tool (SET) during 2017 to support prevention and control of animal disease threats, including zoonoses. A SET assessment was conducted in April 2021 as part of the efforts to establish the Central Asia Animal Health Network (CAAHN). Other SET and Laboratory Mapping Tool (LMT) assessments were conducted in Central Asian countries with the objective to get a baseline for the region. The report was then adapted to fit FAO's publication template to be posted online, with approval of the Tajik Authorities. Sharing this report publicly will provide financial and technical partners details on findings and recommendations to improve Tajikistan's animal and zoonotic disease surveillance, track progress, and contribute to a multifaceted approach to capacity building in the country and region.
Armenia’s agriculture represents the main economic source in rural areas and significantly contributes to the country’s GDP, employing about 30 percent of the working population. Aligned with Armenia’s national development priorities, FAO's programme has been well aligned with national priorities focusing on provision of highly specialized technical expertise towards the development of national policies, institutions, and also offering innovative approaches and solutions. The evaluation concluded that FAO should continue offering its advisory services and technical support in thematic areas within its competence, focusing on longer term sustainability of results achieved and taking into consideration vulnerability of food and agriculture systems to climate change. The Country Office needs to expand its support in areas where FAO has clear comparative advantages, and respond to the new demands in the context of the upcoming United Nations Sustainable Development Cooperation Framework Guidance (UNSDCF) for the period 2021-2025.
The publication presents analysis of agricultural trade policies in post-Soviet countries. The aim of the review is to monitor the latest changes in trade policies of these countries, affecting the dynamics and structure of trade. The publication includes a chapter with an overview of the prospects for expanding the agricultural trade of some Central Asian countries with China and the Russian Federation, and a chapter about the impact of climate change on agricultural trade in Eastern Europe and Central Asia.
