This report presents the final evaluation findings of a new government income management scheme operating in the Northern Territory - New Income Management (NIM). Income management - the 'quarantining' a portion of a person's income support payment and restricting how this can be spent - was first introduced in 2007 as part of the Northern Territory Emergency Response (NTER) in Indigenous communities. In August 2010, the scheme was revised and expanded to form the NIM scheme. It features four streams, targeting long-term income support recipients of working age, vulnerable groups, people in contact with child protection authorities, and voluntary participants. The evaluation was commissioned to assess the impact of the scheme on clients, the effectiveness of the implementation, and the cost-effectiveness of the model, and to inform future policy development. The evaluation was undertaken from 2010 to 2014, with initial findings published in 2012 in the First Evaluation Report.

Though 91% of participants are from Indigenous communities, the scheme is now operating across all the Northern Territory. This is the first evaluation report of NIM, focusing on the implementation, transition, and initial impacts of the scheme. It covers the initial implementation period and the first 12 months of operation, and features a survey of over 800 participants and a comparison group of income support recipients outside of the Northern Territory.
More than a decade on from their conception, this book reflects on the consequences of income management policies in Australia and New Zealand. Drawing on a three-year study, it explores the lived experience of those for whom core welfare benefits and services are dependent on government conceptions of ‘responsible’ behaviour. It analyses whether officially claimed positive intentions and benefits of the schemes are outweighed by negative impacts that deepen the poverty and stigma of marginalised and disadvantaged groups. This novel study considers the future of this form of welfare conditionality and addresses wider questions of fairness and social justice.

Development policy makers and practitioners are becoming increasingly sophisticated in their ability to target ‘development’ interventions and the psychological domain is now a specific frontier of their interventional focus. This landmark study considers the problematic relationship between development and psychology, tracing the deployment of psychological knowledge in the production/reproduction of power relations within the context of neoliberal development policy and intervention. It examines knowledge production and implementation by actors of development policy such as the World Bank and the neo-colonial state - and ends by examining the proposition of a critical psychology for more emancipatory forms of development. The engagement of Indigenous Australians in economic activity is a matter of long-standing public concern and debate. Jon Altman has been intellectually engaged with Indigenous economic activity for almost 40 years, most prominently through his elaboration of the concept of the hybrid economy, and most recently through his sustained and trenchant critique of policy. He has inspired others also to engage with these important issues, both through his writing and through his position as the foundation Director of The Australian National University’s Centre for Aboriginal Economic Policy research from 1990 to 2010. The year 2014 saw both Jon’s 60th birthday and his retirement from CAEPR. This collection of essays marks those events. Contributors include long?standing colleagues from the disciplines of economics, anthropology and political science, and younger scholars who have been inspired by Jon’s approach in developing their own research projects. All point to the complexity as well as the importance of engaging with Indigenous economic activity — conceptually, empirically and as a strategic concern for public policy.
The right to social security, found in international law and in the constitutions of many nations, contributes to the alleviation of poverty globally. Social security and its articulation as a human right have received increased attention in recent years both in response to austerity cuts to welfare in developed countries and as a means of lifting millions out of poverty in developing countries. Women, disproportionately affected by poverty in all parts of the world, stand to gain from a right to social security that takes cognisance of gender discrimination and disadvantage. This book interprets and redefines the right to social security from a gender perspective. Drawing on feminist theory, the book formulates a conceptual approach and a set of principles for a substantively equal, gendered right to social security. In so doing, it challenges the relationship between the right to social security and traditional conceptions of work that exclude women’s labour including their caring roles. It argues that the right must have application at the transnational level if it is to address the changing nature of women’s work due to globalisation. The book applies the framework and principles it develops to a study of international law focusing on the work of key United Nations human rights bodies. It also demonstrates the value of this framework in its analysis of three countries’ social security programmes - South Africa, Australia and India. In combining feminist thought on the nature of work and care with equality theories in developing the right to social security from a gender perspective this book expands the capacity of the right to advance gender equality and address gendered poverty.

Just prior to the federal election of 2007, the Australian government led by John Howard decreed the “Northern Territory National Emergency Response”, commonly known as the Intervention, officially in reaction to an investigation by the Northern Territory government into allegedly rampant sexual abuse and neglect of Indigenous children. The emergency laws authorised the Australian government to drastically intervene in the self-determination of Indigenous communities in contravention of the UN Declaration of Human Rights and of the Rights of Indigenous Peoples. Far from improving the living conditions of Indigenous Australians and children, the policies have resulted in disempowerment, widespread despair, criminalisation and higher unemployment. The Intervention and subsequent political measures have led to heated controversies and continue to divide the Australian nation. They have revived the trauma of the past—including of the Stolen Generations—and have substantially damaged the process of reconciliation. Fourteen essays by scholars from Australia and Germany examine (historical) contexts and discourses of the Intervention and subsequent policies impacting Indigenous Australia since 2007 from the perspective of diverse academic disciplines including history, sociology, law, Indigenous studies, art history, literature, education and media studies. They invite readers to engage in the debate about human rights, about Indigenous self-determination, and about the preservation of Indigenous culture.
