How do we involve less advantaged young people in mobility projects, and how do we engineer and implement these projects to make participation a realistic option for all? This book presents the state of the art of learning mobility in the very complex and heterogeneous European youth field, bringing together contributions from all over the continent. The authors present empirical research findings that explore and analyse the experience of participants from a range of different backgrounds, in varied learning mobility settings – exchanges, volunteer service, camps – and in diverse regions of Europe. This volume addresses two interrelated questions: first, how learning mobility can be used as a tool for inclusion, providing disadvantaged and excluded people with opportunities and assets; and second, how focusing on inclusion can become a more intrinsic part of learning mobility projects and initiatives. The book is divided into three parts, spanning the range of stages and dimensions of the learning mobility process: access, reach and target; processes, strategies and practices; and effects, outcomes and follow-ups. Relevant for those with experience but also directed to newcomers to the field, this work provides an explanation of the main concepts and issues in the light of current developments in youth policy and practice in Europe.
The demise of state Socialisms caused radical social, cultural and economic changes in Eastern Europe. Since then, young people have been confronted with fundamental disruptions and transformations to their daily environment, while an unsettling, globalized world substantially reshapes local belongings and conventional values. In times of multiple instabilities and uncertainties, this volume argues, young people prefer to try to adjust to given circumstances than to adopt the behaviour of potential rebellious, adolescent role models, dissident counter-cultures or artistic breakings of taboo. Eastern European Youth Cultures in a Global Context takes this situation as a starting point for an examination of generational change, cultural belongings, political activism and everyday practices of young people in different Eastern European countries from an interdisciplinary perspective. It argues that the conditions of global change not only call for a differentiated evaluation of youth cultures, but also for a revision of our understanding of 'youth' itself – in Eastern Europe and beyond.

However, this book shows that there are striking differences between countries: in Germany, the young people of today are no worse off than their adult counterparts, while in Southern European and Eastern European countries they fare 3 through 4 times worse. The current economic and financial crisis has further exacerbated the situation for young people in many advanced economies. Observers are divided as to the optimal design of youth employment policy. Liberalists believe that the market itself should address youth disadvantages. More flexible labor markets should also guarantee greater labor turnover, including temporary work, so as to allow young people to move from one job to the next until they accumulate the work experience they need to become more employable and find the right career. In contrast, other economists oppose approaches focusing on entry flexibility and temporary work, claiming that the former type helps only the most skilled and motivated target groups, while the latter only allows young people to gather generic, not job-specific work experience.
Intercultural learning has long held a central role in European youth work and policy, especially in international youth exchanges. The expectations placed on intercultural learning as a process, as an educational and social objective and, lastly, as a political attitude in relation to diversity remain fully relevant in Europe today.Several factors are necessary for the development of quality youth work, including the capacity to put knowledge and research to good use and, similarly, to present youth work in ways that actors in other social and policy fields can understand. The work of the partnership between the European Commission and the Council of Europe in the field of youth in the areas of youth-worker training and of intercul¬tural dialogue - in particular the Euro-Mediterranean co-operation activities - has provided many examples of successful experiences in intercultural learning in youth work and of difficulties in communicating about such work.This essay by Susana Lafraya is a contribution to enlarging the circle of communication on intercultural learning experience through youth work. The connections that she makes between non-formal learning, youth work and intercultural theory sum up much of what has been said in the youth work field in the past years. It is translated and published here with the intention of adding one more stone to the edifice of intercultural learning and non-formal education.

Perspectives on youth is a new series published by the partnership between the European Commission and the Council of Europe in the field of youth with the support of five countries – Belgium, Finland, France, Germany and the United Kingdom – and the Nordic Council of Ministers. Its purpose is to bring national youth policies closer together and to keep the largely European dialogue about key problems of national and supranational child and youth policy on a solid foundation in terms of content, expertise and politics. The series aims to act as a forum for information, discussion, reflection and dialogue on European developments in the field of youth policy, youth research and youth work. The conceptual strategy behind this series is meant to be critical and anticipative, reflecting European youth policies and their relevance for and impact on young people. It also highlights trends in the youth field that need innovative and forward-looking strategies. The series aims to contribute to the development and promotion of a youth policy and of a youth work practice that is based on knowledge as well as participatory principles. It is also intended to be a forum for peer-learning between member states of the European Union as well as of the Council of Europe. The plan is to publish Perspectives on youth at least once a year. This first issue focuses on “2020 – what do YOU see?”, featuring a futuristic perspective on the lives of young people across Europe and the wider world, based on research, social trends, policy planning, changing demography, employment prospects, sustainable development and security, among other things.
Mobility is considered to be important for the personal development and employability of young people, as well as for intercultural dialogue, participation and active citizenship. Learning mobility in the youth field focuses on non-formal learning as a relevant part of youth work, with links to informal learning as well as to formal education. Different stakeholders at European level, particularly the Council of Europe and the European Commission, but also individual member states, foster programmes and strategies to enhance the mobility of young people, and particularly the learning dimension in mobility schemes. This book on learning mobility is a joint Council of Europe and European Commission publication, and provides texts of an academic, scientific, political and practical nature for all stakeholders in the youth field - youth leaders and youth workers, policy makers, researchers and so on. It should contribute to dialogue and co-operation between relevant players and to discussion on the further development and purpose of youth mobility schemes and their outcomes for young people.
