Space policy is at the cutting edge of current EU policy developments and is a fascinating object of study, involving multiple and diverse actors. This volume addresses developments in European space policy and its significance for European integration, using discourse theory as a framework. It seeks to address the developments in European space policy by examining several sensitive security questions linked in general with space activities, on the one hand, and the interplay between space policy and security policy in the European Union (EU) on the other. The book argues that defence and security matters should be studied for a better understanding of space projects in their historical, political, economic, legal and social context. In the modern world, technical issues define space policy. Missing from discussions of space policy, however, is a consideration of the political consequences of new space endeavors, particularly in the context of the European Union. Making European Space explores how future visions of Europe's physical space are being decisively shaped by transnational politics and power struggles, which are being played out in new multi-level arenas of governance across the European Union. The study of common and diverse effects in the field of education across Europe is a growing field of inquiry and research. It is the result of many actions, networks and programmes over the last few decades and the development of common European education policies. Europeanizing Education describes the origins of European education policy, as it metamorphosed from cultural policy to networking support and into a space of comparison and data. The authors look at the early development and growth of research networks and agencies, and international and national collaborations. The gradual increase in the velocity and scope of education policy, practice and instruments across Europe is at the heart of the book. The increasing involvement of private enterprise in the conduct of space activities raises key issues with respect to international space law which has left it to national law to implement relevant rules vis-à-vis private enterprise. Almost unavoidably, such national implementation regimes differ largely across individual states. This is also true in Europe, where the issue is further compounded by the fundamental – but fundamentally different – roles of ESA and the European Union. Focusing on Europe, the present book thus represents the first comprehensive effort to discuss national authorisation schemes not country by country but theme by theme, so as to allow for a real comparison of the lack of harmonisation or even coordination, and the possible problems which may result.
