This book pursues a dual objective: on the one hand, it focuses on the actual and potential roles of civil society in developing new forms of political, economic, and socio-cultural cooperation between the European Union and its neighbours. On the other hand, through this investigation of civil society networks we will contribute to debate on the EU’s role as promoter of greater regional co-operation. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. We ask whether the EU’s promotion of cross-border co-operation (e.g. though the European Neighbourhood Policy) is empowering civil society within member states and in neighbouring countries such as Russia, Moldova, Turkey and Morocco. This open access book focuses on the role of civil society in the creation, dissemination, and interpretation of knowledge in geographical contexts. It offers original, interdisciplinary and counterintuitive perspectives on civil society. The book includes reflections on civil and uncivil society, the role of civil society as a change agent, and on civil society perspectives of undone science. Conceptual approaches go beyond the tripartite division of public, private and civic sectors to propose new frameworks of civic networks and philanthropic fields, which take an inclusive view of the connectivity of civic agency across sectors. This includes relational analyses of epistemic power in civic knowledge networks as well as of regional giving and philanthropy. The original empirical case studies examine traditional forms of civic engagement, such as the German landwomen’s associations, as well as novel types of organizations, such as giving circles and time banks in their geographical context. The book also offers insider reflections on doing civil society, such as the cases of the Umbrella Movement in Hong Kong, epistemic activism in the United States, and the #FeesMustFall movement in South Africa.
Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.
EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. Approaches democratization of the European neighbourhood from two sides, first exploring developments in the states themselves and then examining what the European Union has been doing to promote the process.
The collapse of the Soviet Union has had profound and long-lasting impacts on the societies of Eastern Europe, the South Caucasus and Central Asia, impacts which are not yet fully worked through: changes in state-society relations, a comprehensive reconfiguration of political, economic and social ties, the resurgence of regional conflicts "frozen" during the Soviet period, and new migration patterns both towards Russia and the European Union. At the same time the EU has emerged as an important player in the region, formulating its European Neighbourhood Policy, and engaging neighbouring states in a process of cross-border regional co-operation. This book explores a wide range of complex and contested questions related to borders, security and migration in the emerging "European Neighbourhood" which includes countries of the Caucasus and Central Asia as well as the countries which immediately border the EU. Issues discussed include new forms of regional and cross-border co-operation, new patterns of migration, and the potential role of the EU as a stabilizing external force.

At the global level, civic space is narrowing and thus efforts to protect and promote it are more important than ever. The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life. This document presents the Civic Space Scan of Finland, which was undertaken at the request of the Finnish government and is the first OECD report of its kind. OECD Civic Space Scans in particular assess how governments protect and promote civic space in each national context and propose ways to strengthen existing frameworks and practices. The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making. Each respective chapter of the report contains actionable recommendations for the Government of Finland. As part of the scan process, a citizens' panel - also overseen by the OECD - was held in February 2021 and generated a wide range of recommendations for the government from a representative microcosm of Finnish society.
Democracy and Civil Society in a Global Era addresses challenges to the strengthening of active citizenship. Recent events in Ukraine and Russia and the subsequent incorporation of Crimea into the Russian state, with the support of some circles of inhabitants of the peninsula, have shown that the desire of people to belong to the Western part of Europe should not automatically be assumed. Discussing different perceptions of the Ukrainian-Russian war in neighbouring countries, this book offers an analysis of the conflicts and issues connected with the shifting of the border regions of Russia and Ukraine to show how ’material’ and ’psychological’ borders are never completely stable ideas. The contributors – historians, sociologists, anthropologists and political scientists from across Europe – use an interdisciplinary and comparative approach to explore the different national and transnational perceptions of a possible future role for Russia.
