This book investigates the EU’s regional growth dynamics and, in particular, the reasons why peripheral and socio-economically disadvantaged areas have persistently failed to catch up with the rest of the Union. It shows that the capability of the knowledge-based growth model to deliver its expected benefits to these areas crucially depends on tackling a specific set of socio-institutional factors which prevents innovation from being effectively translated into economic growth. The book takes an eclectic approach to the territorial genesis of innovation and regional growth by combining different theoretical strands into one model of empirical analysis covering the whole EU-25. An in-depth comparative analysis with the United States is also included, providing significant insights into the distinctive features of the European process of innovation and its territorial determinants. The evidence produced in the book is extensively applied to the analysis of EU development policies.
EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007–13 reform. How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. The Road to Monetary Union analyses in non-technical language the process leading to adoption of a common currency for the European Union. The monetary union process involved different issues at different times and the contemporary global background mattered. The Element explains why monetary union was attempted and failed in the 1970s, and why the process was restarted in 1979, accelerated after 1992 and completed for a core group of EU members in 1999. It analyzes connections between eurozone membership and Greece's sovereign debt crisis. It concludes with analysis of how the eurozone works today and with discussion of its prospects for the 2020s. The approach is primarily economic, while acknowledging the role of politics (timing) and history (path dependence). A theme is to challenge simplistic ideas (e.g. that the euro has failed) with fuller analysis of competing pressures to shape the nature of monetary union.
