Since the end of the Cold War, European and East Asian states have developed a series of unique trans-boundary structures and agreements, such as the European Union and ASEAN, and through new bilateral, multilateral and inter-regional relationships both Europe and East Asia are helping to transform other regions and the global community. This publication examines the complex emergence of a multi-level global governance system through innovative developments in info-communications governance; the role of policy advisors, think-tanks and related track-2 processes; and changes in higher education systems.
The study of universities’ role in regional engagement has traditionally been focusing on exceptional cases. This book presents a reconceptualization which embraces its underlying complexity and proposes a roadmap for a renewed research agenda. Starting from the grassroots level of universities’ everyday engagements, the book delves into the manifold ways in which university knowledge agents build connections with regional partners. Through 11 empirical chapters, the authors not only chart the diversity among case institutions, engagement mechanisms, and regional contexts but also use that diversity to advance a novel conceptual framework, centered on the process of mundaneness, for unpacking university-regions’ everyday activities, taking into account the dynamic, complex, and co-evolving interplay between (a) key social agents and institutions, (b) the contexts in which they are embedded, as well as (c) the historical trajectories and strategic ambitions underpinning context-specific social arrangements and interactions that are mediated by temporal and spatial dimensions. Drawing on evolutionary economic geography, innovation studies, management and organization studies, and historical perspectives, the volume advances a new mode of understanding university-regional engagement as a form of extendable temporary coupling, which also helps to address perennial policy and managerial questions alike of what to do with universities that do not serve local labour market needs and/or are located in regions suffering from brain drain. The book illustrates such dynamics from diverse national contexts and three continents: Brazil, Caribbean, China, Italy, Norway, and Poland. A Triple Helix of university-industry-government interactions is the key to innovation in increasingly knowledge-based societies. As the creation, dissemination, and utilization of knowledge moves from the periphery to the center of industrial production and governance, the concept of innovation, in product and process, is itself being transformed. In its place is a new sense of 'innovation in innovation' - the restructuring and enhancement of the organizational arrangements and incentives that foster innovation. This triple helix intersection of relatively independent institutional spheres generates hybrid organizations such as technology transfer offices in universities, firms, and government research labs and business and financial support institutions such as angel networks and venture capital for new technology-based firms that are increasingly developing around the world. Throughout the world there is evidence of mounting interest in marine resources and new maritime industries to create jobs, economic growth and to help in the provision of energy and food security. Expanding populations, insecurity of traditional sources of supply and the effects of climate change add urgency to a perceived need to address and overcome the serious challenges of working in the maritime environment. Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The triple helix of university–industry–government interactions is a universal model for the development of the knowledge-based society, through innovation and entrepreneurship. It draws from the innovative practice of Massachusetts Institute of Technology (MIT) with industry and government in inventing a regional renewal strategy in early 20th-century New England. Parallel experiences were identified in “Silicon Valley,” where Stanford University works together with industry and government. Triple helix is identified as the secret of such innovative regions.
