This book examines the processes and factors shaping the development of homeland security policies in the European Union (EU), within the wider context of European integration. The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one. European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. First, it reflects on the absence of ‘homeland security’ in European political debate and its potential consequences. Second, it examines the significant policy developments in the EU that suggest the influence of homeland security ideas, notably through policy transfer from the United States. The book will be of great interest to students of European security and EU politics, terrorism and counter-terrorism, security studies and IR.
This edited volume analyzes recent key developments in EU border management. In light of the refugee crises in the Mediterranean and the responses on the part of EU member states, this volume presents an in-depth reflection on European border practices and their political, social and economic consequences. Approaching borders as concepts in flux, the authors identify three main trends: the rise of security technologies such as the EUROSUR system, the continued externalization of EU security governance such as border mission training in third states, and the unfolding dynamics of accountability. The Treaty on the European Union stipulates that one of the key objectives of the Union is to provide citizens with a high level of safety within an Area of Freedom, Security and Justice. Given that the fight against terrorism is a prominent aspect of this general objective, it is remarkable that, in spite of its political relevance and decade-long history, it has only relatively recently received due attention in the academic community. Yet an analysis of the successes and failures of the EU's involvement in this field is imperative and this is a particularly pertinent moment to take stock of progress. The goal of this book is therefore to look back at the post-9/11 period and answer the question of whether, when it comes to the measures taken to combat terrorism following these attacks, the EU has lived up to the promise made in its founding treaties. In pursuing this goal, this volume presents the views of leading experts casting a critical eye over the EU's performance, recognising achievements but also being suitably critical when the realities did not match the European rhetoric. This book studies how domestic contestation influences the security policy of small states within the European Union (EU) and North Atlantic Treaty Organization (NATO). A multinational group of expert contributors consider how domestic contestation is translated into small states’ foreign policies, how membership of international organisations alters attitudes to security policy in small states and how patterns of small states’ behaviour across domestic traditions, security cultures and geographical location can be identified. Anchored in new institutionalism, the book explores the influence of international organisations on security policies and the tensions created by connecting four strands of literature, on Europeanisation, on the impact of and on institutions, on the way foreign and security policy is made, and the security/strategic culture of small states. This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.
