"This Eurostat publication, entitled "Sustainable development in the European Union - A statistical glance from the viewpoint of the UN Sustainable Development Goals", provides an overview of the current situation of the EU and its Member States on sustainable development in relation to the Sustainable Development Goals (SDGs). This publication follows a strictly descriptive approach, presenting a purely statistical picture based on facts and figures. It provides rather a snapshot of the starting position of the EU and its Member States and is not intended as a regular SDG monitoring exercise at EU level. The analysis in this publication is based on a limited number of indicators, which are relevant to the EU perspective and capture the broader objective and ambition of each SDG. Each goal is analysed through two to four indicators. In total, 51 indicators are presented in the report, mainly obtained from the European Statistical System and disseminated by Eurostat. The analysis of Member States' performance and international comparisons focus on the most recent year for each indicator. This open access book aims to consolidate and advance debates on European and global energy poverty by exploring the political and infrastructural drivers and implications of the condition across a variety of spatial scales. It highlights the need for a geographical conceptualization of the different ways in which household-level energy deprivation both influences and is contingent upon disparities occurring at a wider range of spatial scales. There is a strong focus on the relationships among energy transformation, institutional change and place-based factors in determining the nature and location of energy-related injustices. The book also explores how patterns and structures of energy poverty have changed over time, as evidenced by some of the common measures used to describe the condition. In part, this means investigating the makeup of energy poor demographics across various social and spatial cleavages. More broadly, it also argues that energy sector reconfigurations are both reflected in and shaped by various domains of social and political organization, especially in terms of creating poverty-relevant outcomes.

"The court examined how the European Commission (EC) and the European External Action Service (EEAS) planned and managed development assistance to the Central Asian republics (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) in the period 2007-2. In challenging circumstances, planning and allocation of assistance were generally satisfactory. Implementation was less so. The court makes a number of recommendations. The EC and the EEAS should design any future regional programmes so that they are likely to achieve a genuine regional dimension. They should concentrate all assistance provided on a small number of sectors. Future growth in the countries in Eastern Europe and Central Asia (ECA) will increasingly depend on innovation. And innovation requires skills. This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). To start with, education systems need to “turn the lights on” and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.
