This open access book is the result of the 1st International Conference on Evaluating Challenges in the Implementation of EU Cohesion Policy (EvEUCoP 2022). It presents the recent findings, sparks discussion, and reveals new research paths addressing the use of novel methodologies and approaches to tackle the challenges and opportunities that are unveiled with the implementation of the EU cohesion policy. The authors cover a wide range of topics including the monitoring of data; the clearness of indicators in measuring the impact of interventions; novel evaluation methods, addressing the mid-term and terminal assessment; as well as case studies and applications on evaluations of the thematic objectives under the scrutiny of the cohesion policy, namely:• Research, technological development, and innovation; • Information and communication technologies;• Shift toward a low-carbon economy. During the 2014-2020 programmatic period, member states were required to undertake assessments to evaluate the efficacy, efficiency, and impact of each operational program. Such evaluations are generally concerned with the compliance of projects and activities with programmatic priorities, as well as with funds' absorption capacity and refer to ex-ante and ex-post assessments. Hence, this book proposes the use of novel methodologies addressing the mid-term and terminal assessments that enable performing the efficiency appraisal of the operational programs and that can support decision-makers in the selection of projects that should be awarded for funding.

It has become apparent that a clear gap exists between European Union (EU) level policymaking and Member State implementation. Previous research has neglected to fully define factors that encourage or prevent implementation processes and instead focused on upstream decision making processes or downstream effects of policy. Simona Milio here proposes a shift in analytical focus towards policy-implementation since this constitutes a crucial common pathway that determines whether a policy actually becomes effective or not. EU implementation deficits appear to be influenced by problems related to the multi-level structure of European policy making. Successful implementation will only occur if relevant policy actors at national and sub-national levels are persuaded to co-operate with EU policy goals. Furthermore, this co-operation is not possible unless all parties manage the complex policy networks and implementation regimes responsible for putting European policies into force. Within this framework, this book answers three important questions: 1 Is the EU multi-level governance system weakening the implementation of policies? 2 Are national and sub-national governments capable of dealing with the challenges imposed by multi-level governance? 3 Which factors account for differences in implementation performance among Member States? In order to answer these questions, Simona Milio's research explores the influence of two variables on implementation processes: Administrative Capacity and Political Stability. Cohesion Policy is chosen as the focus of this study since it has demonstrated a dramatically different implementation pace among EU Member States over the past 20 years. Three EU Member States are chosen to test the hypothesis. Italy appears to be a pertinent example, given its constant struggle to conform to EU directives and to implement Cohesion Policy. Spain is chosen since, in contrast to the Italian scenario, it represents the best performing Member State in terms of implementation. Finally Poland is studied, as a case where a shift from centralization towards decentralization has occurred in order to implement Cohesion Policy and integrate the multi-level governance system.
This book concerns EU Cohesion Policy and the economic convergence of underdeveloped regions in Italy and Spain from the first programming period to the present: it investigates the political and institutional factors that determine the success or failure of implementing EU Cohesion Policy at national and sub-national level, as well as their impact on economic growth. On the wave of the American tradition of development studies, this book suggests that public policy analysis can be fruitful for understanding economic growth and cohesion, if it were to reconstruct domestic public interventions for development and the institutional characteristics of the subjects responsible for pursuing development goals. To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process of economic development should display. More precisely, by adopting an Hirschmanian approach to development, it elaborates an original framework to compare different Cohesion Policy implementations and to understand its economic results in different countries, using Italy and Spain as pilot studies.

After years of near ‘disrepute’ in official circles, Industrial Policy has made something of a comeback over the last few years and is now very much back on the agenda at national and EU levels, driven by concerns over globalisation, deindustrialisation, unemployment and perceived poor growth in the EU. Simultaneously, the European Commission’s Fourth Report on Economic and Social Cohesion has kicked off the debate over challenges to cohesion, the shape of EU Cohesion policy beyond 2013, and how resources should be managed. This debate will find added momentum with the imminent ‘mid-term’ review being launched by the Commission. Discussions over the success or not of the Lisbon Agenda, on-going debates over cluster policies, and recent developments in policy evaluation have also contributed to a burgeoning academic literature over the last eighteen months. Regions in the EU's Eastern and Southern peripheries tend to perform badly across many rankings from economic development, to quality of government, social justice and innovation potential, despite the fact that the vast majority of EU structural funding has been spent in these countries. However, these countries followed different development trajectories and reacted differently to the economic crisis. Some of them still struggle, others thrive, others, after years of structural transformation, are stuck in a middle-income trap. Successes and failures as a result of EU cohesion implementation are a valuable source of feedback for future plans. Southern part of the EU, and Central and Eastern Europe provide an excellent opportunity to evaluate them, The whole implementation exercise is sometimes challenging to accomplish, as both the public and private sectors have low absorption capacity. In contrast, positive experiences also emerged. Regions in Central and Eastern European countries witnessed improvements in the form of change in GDP per capita, benchmarked against the EU average during the years 2008-2015, while Southern Europe improved similarly between 2000-2008. In this volume, the authors cover a variety of aforementioned problems and experiences of either all member states, with special attention to peripheral countries, or to sectoral or regional problems in selected countries. The book begins with an overview of the issues of economic convergence and quality of life in all member states. It also addresses political aspects of EU cohesion policy, including involvement of civil society into this public policy, as well as relationships between cohesion policy support and EU identification. The final section discusses an important novelty in the framework of EU cohesion policy, namely the JESSICA initiative, that is, an instrument offering repayable and recyclable funding targeted at economically-viable and sustainable urban development projects.
