Philosophy and Literature in Latin America presents a unique and original view of the current state of development in Latin America of two disciplines that are at the core of the humanities. Divided into two parts, each section explores the contributions of distinguished American and Latin American experts and authors. The section on literature includes the literary activities of Latin Americans working in the United States, an area in which very little research has been demonstrated and, for that reason, will add an interesting new dimension to the field of Latin American studies.
With the financial meltdown and the economic crisis in their fifth year already no one can any longer be in doubt about their exceptional gravity, their truly global impact and their profound effects hurting vulnerable groups and the very poor especially. As the world looks for an exit from this economic crisis – the worst in eight decades – the focus of attention is naturally on the causes, the factors that account for its wide reach and severity, as well as on strategies that might bring it to a closure. The quest for exit strategies is at the very centre of the issues and concerns explored in the present volume, produced by the IIAS. Like the preceding volumes, but even more emphatically, this volume, representing a collective endeavour of scholars and practitioners from many parts of the globe, finds cause to lay the blame, for our difficult predicament, on the institutional deficit, the policies, the practices and values that have followed in the trail of a highly misleading and erroneous model of governance. The «Market Model of Governance» as it is known, sought to reform, the structures and culture of administration and government in private sector ways. While instrumental values like efficiency and effectiveness were raised and praised profusely, those of democratic governance were discounted by comparison. In particular, integrity, the rule of law and due process, equity, legality and public service professionalism suffered a steep decline, in several parts of the world. Likewise, the invasion and the capture of public space, inevitably led to an unprecedented surge of greed, abuse and corruption that contributed directly to the crisis which is upon us. Looking for exit strategies, as its title aptly suggests, the present volume offers a rich menu of ideas drawn from the current experience of all the world ́s main regions. Not surprisingly, two concepts stand out throughout the book as necessary correctives, as well as pressing remedies to the world ́s ongoing malaise. They call for the recapture of our common administrative space and the reaffirmation of the values and virtues appropriate for democratic governance. To the IIAS, none perhaps are more important than public service professionalism and none other can contribute more effectively to the reform and consolidation of sound institutions for national, sub national, global and regional governance. For these reasons, at this juncture, the new volume like the others should be featured in every public library and become a vademecum of all scholars and practitioners of public administration and politics around the world.
The latest edition in the International Library of Policy Analysis series explores a comprehensive overview of policy analysis in Argentina. It explores theoretical frameworks, views of the State, the development of the field, and current paradigms before examining knowledge produced at different levels (federal, provincial, and local); the application of the discipline by 'Internal Policy Advisory Councils, Consultants, and Committees'; the role of think tanks, NGOs, and political parties; and the developments provided by university teaching and research. Analysing the conceptual frameworks and methodologies used from a meta-theoretical perspective, it provides a panoramic picture of the perspectives and challenges of policy analysis in Argentina.
The majority of citizens in the world today do not trust their political representatives, the mainstream political parties, the established political institutions or their governments. This widespread crisis of legitimacy underlies a series of dramatic changes that have taken place in recent times in the global political landscape, such as the unexpected election of Donald Trump, Brexit, the demise of traditional political parties and the election of a political outsider in France, the transformation of the political system in Spain (including the secessionist movement in Catalonia), the rise of the extreme right in Europe and the nationalist challenges that threaten the European Union. In this short but wide-ranging book Manuel Castells analyses each of these processes and examines some of the potential causes of people’s disaffection towards the institutions of liberal democracy, including the effects of globalization, the impact of media politics and the internet, the increasing corruption of politicians, the insulation of a professional political class from civil society and the critique of the existing order by new social movements. He also examines the impact of global terrorism and war on the xenophobia and racism that are fuelling the surge of extremism among a growing proportion of the population. The fact that many of these trends are present in very different contexts suggests that we are witnessing a deep-seated crisis of the model of democracy that has been the cornerstone of stability and civility in the last half century.
One of the longest and seemingly most intractable civil wars in Latin America was brought to an end by the signing of the Peace Accords between the Guatemalan government and the Unidad Revolucionaria Nacional Guatemalteca (URNG) in December 1996. The essays in this volume evaluate progress made in the implementation of the peace agreements and signal some of the key challenges for future political and institutional reform. The volume opens with a chapter by Gustavo Porras, the government's main negotiator in the peace process. The first section then examines the issue of demilitarization. This is followed by aspects of indigenous rights in the peace process, including conceptual frameworks for rights advancement, the harmonization of state law and customary law, and the challenges of nation-state and citizenship construction. The next section examines issues of truth, justice, and reconciliation, and assesses prospects for the Truth Commission. The volume closes with an analysis of different aspects of political reform in Guatemala and includes comments made on the chapters and developed in the debate which took place at the conference on which it is based. El propósito fundamental de este libro se ubica en recuperar casos exitosos derivados de procesos de transformación institucional, en los diferentes niveles educativos, en los siguientes ámbitos, entre otros: práctica docente, gestión directiva y académica, metodologías de aprendizaje, el curriculum por competencias, los sistemas de tutorías. También se problematiza en torno a temáticas sobre, permanencia y retención de estudiantes en riesgo, acciones de vinculación con la comunidad, estudios sobre la eficiencia terminal, diseño y cambio curricular para una nueva oferta educativa, la implementación de modalidades educativas no convencionales, el diseño e implementación de políticas y programas para la sustentabilidad, equidad de género, la diversidad, los derechos humanos, y, los resultados de reformas educativas. Se pretende, con este tipo de acciones, socializar a las comunidades educativas los resultados de la innovación e investigación que se realizan en diferentes ámbitos territoriales, promover el desarrollo de la teoría relacionadas con el campo de la innovación y cambio educativo, promover el conocimiento de la realidad educativa de la Región Iberoamericana, a través de la difusión de experiencias originales y, conformar redes de académicos por temas de investigación.
