This book uses the reflection of academics specialized in the urban area of ​​Latin America, Europe and the United States, to initiate a comparative debate of the different dynamics in which Urbicidio expresses itself. The field or focal point of analysis that this publication approaches is the city, but under a new critical perspective of inverse methodology to that has been traditional used. It is about understanding the structural causes of self-destruction to finally thinking better and then going from pessimism to optimism. It is a deep look at the city from an unconventional entrance, because it is about knowing and analyzing what the city loses by the action deployed by own urbanites, both in the field of its production and in the field of its consumption. This suppose that the city does not have an ascending linear sequential evolution in its development but neither in each of its parts in the improvement process, showing the face that commonly not seen but others live. The category used for this purpose is that of Urbicidio or the death of the city, which contributes theoretically and methodologically to the knowledge of the city, as well as to the design of urban policies that neutralize it. In addition, it is worth mentioning that the book has an inclusive view of the authors. For this reason, gender parity, territorial representation and the presence of age groups have been sought.
This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.
This book may seem a simple accumulation of twenty-one public space projects in eight Latin American cities. On closer inspection, the presentation of project descriptions, photographs, and annotated drawings reflects a concern to analytically explain the operative aspects at work. The publication is not intended to serve only as a catalogue, guide, or manual on how to produce public space in spontaneous settlements. Rather, it goes beyond the aims of an index of best practices. It is intended, instead, as an empirical base for a critical and theoretical engagement with the problematic of development, social inclusion, public investment, (in)formal settlement, civil society and the public sphere. The publication achieves its final function at this third level, by providing a compelling argument to expand the agency of architects and urban designers and creatively find ways of justifying, financing, and building public spaces in communities —spaces that have a catalytic effectiveness in achieving significant urban and social transformation. This book maps the interactions between informal workers and the law within the urban and spatial environment. It focuses on access to physical space, revealing the punitive ways in which globally law regulates space and informal work which relies on space. Across various cities worldwide, the chapters in this book uncover how informal workers remain at the policy and legal margins of urban society and reveal their ongoing endeavour for social and legal protection within local jurisdictional contexts. It spans multiple themes, ranging from street vending to informal work in the gig economy. They shed light on the collective influence of the law and the pursuit of a modern city in contributing to the marginalisation of informal workers. Despite this, the chapters illuminate the strategies employed by informal workers to leverage the law in acknowledging their contributions and asserting their presence in the city. The book is targeted towards an academic audience and practitioners specialising in law, urban studies, and the informal economy. The reader will gain an in-depth and cross-jurisdictional understanding of the indispensable role played by informal workers in providing services to a broader urban population, ranging from street vendors to sanitation workers and sex workers.
We are living in a critical moment, a reality marked by environmental and socio-economic limits that requires innovative and realistic forms of action and planning. This is what regenerative urbanism proposes, a new approach based on utopian pragmatism that seeks to restore balance to the urban territory by designing systems that allow it to adapt and transform. It is a methodology that defines models that do not consume available resources, but rather generate new ones that ensure compatibility between economic and social prosperity and nature. Santander, Hábitat Futuro (Santander, Future Habitat) is the city model created from this methodology, a proposal for the transformation of this city for the year 2055. It is an open model based on innovation and citizen participation that prepares and adapts the territory for the different scenarios to come. Santander, Habitat Futuro is a guide that directs the commitment of the different social, economic and political agents towards a common goal: to achieve a circular, sustainable, resilient, vertebrate, prosperous, vital and inclusive city. A model that, due to its innovative nature, can serve as an example to other intermediate cities around the world.
Diverse factors like globalization, geopolitical tensions, and the transformation of lifestyles are strengthening the role of mobility as a structuring dimension of contemporary societies. Social-science research has taken note of these changes, but few studies cross the different forms of mobility, ranging from commuting to tourists and backpackers, and on to seasonal workers or international migrants. The diversity of mobility situations studied in this book highlights the contribution of the reality of mobility in the daily construction of urban, regional, and global spaces, as well as in the redefinition of socio-spatial concepts. By using an interdisciplinary relational approach, the book revisits certain concepts such as exclusion, heritage, or distance, in order to understand spatialities beyond the oppositions of fixity/mobility, private/public, or here/elsewhere. The book sheds light on the capacities for resistance of mobile persons in Singapore, Dakar, Bangkok, Amman, Paris, New York, or Mexico by studying the power relationships that are established in situations of mobility. By deciphering the values that characterize regimes of (im)mobility, the contributors stress the normative injunctions of public policies and social practices. The originality of the work lies in capturing the deployment of alternative spatialities and underlining how they are reshaped between sedentary and mobility regimes. It highlights the importance of fully associating mobility with its characteristics of ephemerality and fluidity, in our theorizations and understandings of spatialities. By taking a post-structuralist posture, the book makes it possible to establish a logic of ‘and’ to design a ‘between’ of things, and to reverse ontology. This allows the temporary and the connected to be rehabilitated, beyond distance, in our practical knowledge of spatialities and territorialities. As such, the volume will be of interest to scholars of geography, sociology, anthropology, and urban studies with interests in mobility, migration and relational thought.
