Abstract This chapter defines food security as the condition reached when a nation’s population has access to sufficient, safe, and nutritious food to meet its dietary needs and food preferences. It stresses China’s importance to global food security because of its population size. The chapter introduces the contents of the volume and then treats briefly food security in ancient and dynastic (211 bc–1912) China. It examines environmental stressors, such as population growth, natural disasters, and insect pests as well as imperial responses (for example, irrigation, flood control, storage and transportation systems). The chapter also briefly int- duces the Republican era (1912–1949) and compares environmental stressors and government responses then to those of the imperial period. Many forces have influenced the food security of peoples since ancient times, with particular challenges from natural disasters (floods, famines, drought, and pestilence) and growing populations globally.
This book looks at the current state of food security and climate change, discusses the issues that are affecting them, and the actions required to ensure there will be enough food for the future. By casting a much wider net than most previously published books—to include select novel approaches, techniques, genes from crop diverse genetic resources or relatives—it shows how agriculture may still be able to triumph over the very real threat of climate change. Food Security and Climate Change integrates various challenges posed by changing climate, increasing population, sustainability in crop productivity, demand for food grains to sustain food security, and the anticipated future need for nutritious quality foods. It looks at individual factors resulting from climate change, including rising carbon emission levels, increasing temperature, disruptions in rainfall patterns, drought, and their combined impact on planting environments, crop adaptation, production, and management. This book analyzes potential yields of six major food crops - rice, wheat, maize, potato, soybean and rapeseed worldwide using both qualitative and quantitative approaches to study both China’s and global food security under climate change. Firstly, it reviews previous studies on potential yields of rice, wheat, maize, potato, soybean and rapeseed worldwide to provide a detailed information of studying on China’s and global food security based on the product’s supply and demand of these crops. Secondly, average and top (national) yields of rice, wheat, maize, potato, soybean and rapeseed since 1961 on global scale are employed to analyze their temporal and spatial variation trends and potential limits. Thirdly, the effects of global warming in climate change on both average and top yields of rice, wheat, maize, potato, soybean and rapeseed since 1961 at global level are analyzed using regression model, and their differences between average and top yields among these crops are identified and compared. Fourthly, the yields and per capita quantity of rice, wheat, maize, potato, soybean and rapeseed in major producer-countries and the world are analyzed to assess the situation and trend of international trade for the products of these crops, respectively. Fifthly, potential yields of rice, wheat, maize, potato, soybean and rapeseed worldwide by 2030 are projected using both trend-regressed models and ARIMA models to estimate the per capita quantity of these crops based on the projection of world population and assess the status of Chinese and global food security in that future. Finally, it provides policy implications and advice on food security for China and the world directing food production by 2030 under climate change.
Using an interdisciplinary approach, this book evaluates the complex nexus between climate change and regional food security in Asia Pacific. Originally published in 1995, but with enduring relevance in a time of global population growth and food insecurity, when it was first published, this book attracted much global attention, and criticism from Beijing. It argued that even as water becomes scarcer in a land where 80% of the grain crop is irrigated, as per-acre yield gains are erased by the loss of agricultural land to industrialization, and as food production stagnates, China still increases its population by the equivalent of a new Beijing each year. This book predicts that in an integrated world economy, China’s rising food prices will become the world’s rising food prices. China’s land scarcity will come everyone’s land scarcity and water scarcity in China will affect the entire world. China’s dependence on massive imports, like the collapse of the world’s fisheries, will be a wake-up call that we are colliding with the earth’s capacity to feed us. Over time, Janet Larsen argued, China’s leaders came to ‘acknowledge how Who Will Feed China? changed their thinking..’ As China’s wealth increases, so do the dietary demands of its population. The increasing middle classes demand more grain-intensive meat and farmed fish. The issue of who will feed China has not gone away.
In the last half decade since sustainable development became a serious objective, what have we achieved? Are livelihoods more secure? Are nations wealthier and more resilient? Is environmental quality being restored or maintained? These are essential questions of development. Their answers are many, varied between communities and regions, even between individuals. Two years ago, in the aftermath of the Earth Summit and ratification of the Framework Convention on Climate Change, but before the first Conference of Parties, I participated in a panel at the inaugural Oxford Environment Conference on Climate Change and World Food Security. The panel vigorously reviewed issues of resilient development and food security. This book is a product of the Oxford Environment Conference. It takes the essential questions of sustainability as a starting point to focus on present food security and its future prospects in the face of climate change. Why is this book important? First, I believe our goals to end hunger are under threat. We know what to do in many respects, but fail to generate the finances and political will to change the structures that thrive on poverty. Second, I believe concern about the environment has become dangerously separated from the fundamental issues of human deprivation. Third, I believe climate change is a serious threat and I am dismayed at the way nations dither over how to control greenhouse gas emissions and mechanisms to meet the challenge of adverse climate impacts.
