China’s Belt and Road Initiative (BRI) is intended to radically increase investment and integration along a series of land and maritime routes. As the initiative involves more than 100 countries or international organizations and huge amounts of infrastructure construction, cooperation between many different markets is essential to its success. Cheung and Hong have edited a collection of essays that, between them, examine a range of practical issues facing the BRI and how those issues are being addressed in a range of countries. Such challenges include managing financing and investment, ensuring infrastructure connectivity, and handling the necessary e-commerce and physical logistics. Emphasizing the role of Hong Kong as an intermediary and enabler in the process, this book attempts to tackle the key practical challenges facing the BRI and anticipate how these challenges will affect the initiative’s further development. The book provides a holistic and international approach to understanding the implementation of the BRI and its implications for the future economic integration of this huge region. ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment. This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity - transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

Twenty years ago, India launched its “Look East” policy. For most of those 20 years, Myanmar’s isolation, mistrust between India and its neighbors, and poor infrastructure connectivity hindered the development of links between South and Southeast Asia. With Myanmar’s tentative opening and improved relations between India and Bangladesh, an opportunity exists for India to boost trade and security ties with mainland and maritime Southeast Asia. And the United States, during President Barack Obama’s second term, is committed to rebalancing toward Asia, with India playing a pivotal role. Because trucks in Bangladesh and India are not allowed to operate across the border, cargo is transloaded at the border, and Indian trucks traveling between northeast India and the rest of India must go around Bangladesh through the Siliguri Corridor, which significantly increases transport and trade costs. This lack of integration means that it is more costly for Bangladesh and India to trade with each other than for either of them to trade with Europe. As a result, bilateral trade represents only about 10 percent of Bangladesh’s trade and a mere 1 percent of India’s trade. The report explores the extent to which the Bangladesh-Bhutan-India-Nepal Motor Vehicles Agreement (MVA) supports the cross-border operation of road transport services and identifies the gaps in the agreement that need to be addressed to improve its effectiveness. It assesses the potential shift of freight traffic to new routes and modes in eastern India and Bangladesh once the MVA is implemented and the potential impact of the MVA on wages, employment, and income in Bangladesh and India. It explores how the local impacts of a regional corridor could be enhanced in rural areas by improving access to markets along the corridors and how women’s participation in export-oriented agriculture value chains could be improved to allow women to take advantage of improved regional connectivity. Officially announced by Xi Jinping in 2013, the Belt and Road Initiative (BRI) has since become the centrepiece of China’s economic diplomacy. It is a commitment to ease bottlenecks to Eurasian trade by improving and building networks of connectivity across Central and Western Asia, where the BRI aims to act as a bond for the projects of regional cooperation and integration already in progress in Southern Asia. But it also reaches out to the Middle East as well as East and North Africa, a truly strategic area where the Belt joins the Road. Europe, the end-point of the New Silk Roads, both by land and by sea, is the ultimate geographic destination and political partner in the BRI. This report provides an in-depth analysis of the BRI, its logic, rationale and implications for international economic and political relations.
