In this book, participation in the arts is analyzed as a substantial contributory factor to European citizenship, and also as a tool for improving individual and societal wellbeing through educational and inclusive policies. It offers an up-to-date overview of ongoing research on the measurement and analysis of, and prospects for, traditional and new forms of cultural engagement in Europe. It describes and assesses available methods and participation in the arts and seeks to determine how and to what extent the various drivers, policies and barriers matter. This publication is the final output of the work done by the members of the EU Project “Assessing effective tools to enhance cultural participation,” which brought together social scientists and cultural practitioners in joint projects, conferences and seminars, to reflect on the current situation and the challenges faced by managers of cultural and arts institutions and cultural policy makers.
Over the past two decades, there has been a major increase in research into the effects of the arts on health and well-being, alongside developments in practice and policy activities in different countries across the WHO European Region and further afield. This report synthesizes the global evidence on the role of the arts in improving health and well-being, with a specific focus on the WHO European Region. Results from over 3000 studies identified a major role for the arts in the prevention of ill health, promotion of health, and management and treatment of illness across the lifespan. The reviewed evidence included study designs such as uncontrolled pilot studies, case studies, small-scale cross-sectional surveys, nationally representative longitudinal cohort studies, community-wide ethnographies and randomized controlled trials from diverse disciplines. The beneficial impact of the arts could be furthered through acknowledging and acting on the growing evidence base; promoting arts engagement at the individual, local and national levels; and supporting cross-sectoral collaboration.
This book responds to recent debates on cultural participation and the relevance of music composed today with the first large-scale audience experience study on contemporary classical music. Through analysing how existing audience members experience live contemporary classical music, this book seeks to make data-informed contributions to future discussions on audience diversity and accessibility. The author takes a multidimensional view of audience experience, looking at how sociodemographic factors and the frames of social context and concert format shape aesthetic responses and experiences in the concert hall. The book presents quantitative and qualitative audience data collected at twelve concerts in ten different European countries, analysing general trends alongside case studies. It also offers the first large-scale comparisons between the concert experiences and tastes of contemporary classical and classical music audiences. Contemporary classical music is critically discussed as a ‘high art subculture’ rife with contradictions and conflicts around its cultural value. This book sheds light on how audiences negotiate the tensions between experimentalism and accessibility that currently define this genre. It provides insights relevant to academics from audience research in the performing arts and from musicology, as well as to institutions, practitioners and artists.

This book analyses the impact of participatory governance on cultural development, explaining why cultural participatory practices can lead to positive sustainable effects or to unexpected and controversial ones. It focuses on four projects realized in the two European Capitals of Culture of 2013 - Marseille-Provence (France) and Košice (Slovakia) – within the Programme ‘Quartiers Créatifs’ and the SPOTs Programme. By combining different strands of the Democratic Theory and applying the process tracing methodology, the book argues that participation produces cultural developmental processes only when a certain intensity of trust is reached among the various stakeholders. In the presence of fully-fledged trust, participation activates a reinforcing chain of capacity-building and social capital that nurture long-term cultural networks. On the contrary, in the absence of fully-fledged trust, participation can generate contestation movements or isolated cultural production. Uniquely, the book challenges the ‘optimistic aura’ of participatory governance of culture, showing its conflicting but always productive nature.

The European Union has flourished and expanded over the last fifty years as a unique system that lies midway between a federal state and an anarchical international system. Different actors coexist within a cooperative hegemony of Member States, and the allocation of competences and decision-making among them has always been at the centre of the integration process. In fact, demands for clearer limits to the Unionand’s decision-making power and enduring tension over the nature and purpose of European integration have been the key drivers of integration and change. This deeply informed and thoughtful book thoroughly examines the manner in which the principle of division of powers has developed in EU Law over the course of European integration, and casts light on the path towards a more efficient delimitation of internal competence between the main actors: namely, the European Union and the Member States.
