Connectivity within Association of Southeast Asian nation (ASEAN) member countries becomes a central issue in view of the ASEAN Economic Community 2015. However, progress towards ASEAN connectivity especially for infrastructure developments has been limited. One of the problems is the resource mobilization for project financing. In recent years, rising demand for Islamic securities among global investors in jurisdictions where legal framework and financial infrastructure are well established has made sukuk a cost effective and preferred method of raising finance. It has also attracted liquidity to and has made Malaysia a leading global sukuk issuer and a leading Islamic financial hub. This paper is a case study on how Malaysia has used the Public-private partnership (PPP) for infrastructure development and how this has extended into Islamic financing and further examines how this model can be expanded into other ASEAN member countries in particular the Cambodia, Vietnam, Laos and Myanmar (CVLM) countries where issues of infrastructure financing is critical and need to be quickly resolved in view of an enhanced ASEAN connectivity and the future of an ASEAN community development.
Current implementation of paperless trade systems in the Asia-Pacific region focuses on application to domestic parts of trade processes, while international trade inherently requires trade information to flow across borders along internal supply chains. With current practices of paperless trade implementation limited predominately to the national level, the flow of trade information does not continue along an international supply chain; thus, it is being disrupted at the borders and results in traders turning to conventional paper-based trade practices. Yet given the fact that those countries in the region that are benefiting from implementing paperless trade only at domestic level, it is not difficult to see that efficiency gains will be considerably greater when the flow of trade information is facilitated across borders. This will, in turn, undoubtedly lead to major improvements in regional connectivity. Comprising three chapters and three annexes, this publication comprehensively assesses the current status of paperless trade in the region and beyond, elaborates on the need for having regional arrangements to facilitate cross-border paperless trade, and provides specific direction and details for putting a practical regional arrangement in place
ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment. This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity - transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

The role of Aid for Trade (AfT) in promoting the growth and tradability of services is important, given that it is a major catalyst for inclusive economic and structural transformation. This report highlights emerging trends in AfT in the context of evolving trade performance in Asia and the Pacific. In particular, the impact of AfT on trade in services, thereby helping increase economic and job opportunities for women, and the rise of e-commerce. The report ends by considering policy implications of the experiences of geographically-challenged economies of the region along the dimensions of trade costs, AfT, trade in services, and the role of the digital economy.
Twenty years ago, India launched its “Look East” policy. For most of those 20 years, Myanmar’s isolation, mistrust between India and its neighbors, and poor infrastructure connectivity hindered the development of links between South and Southeast Asia. With Myanmar’s tentative opening and improved relations between India and Bangladesh, an opportunity exists for India to boost trade and security ties with mainland and maritime Southeast Asia. And the United States, during President Barack Obama’s second term, is committed to rebalancing toward Asia, with India playing a pivotal role. With these facts in mind, CSIS presents key recommendations in the areas of diplomacy and security, infrastructure and energy, and enhancing people-to-people collaboration among India, ASEAN, and the United States.
With closer regional integration there is increasing interest within the Association of Southeast Asian Nations (ASEAN) and on the part of ASEAN's dialogue partners in the potential gains of closer connections between Southeast Asia and South Asia. The strategic positions of India, Myanmar, and Thailand provide the basis and scope for implementing multi-modal connectivity projects, for building upon and improving existing infrastructure and processes for cross-border connectivity in trade. With outward-looking policies in the various subregions that seek to link their economies closer than ever, the ASEAN and South Asian countries are presented with a wide array of options at the bilateral, subregional, and regional levels that can be pursued in partnership under the different frameworks for cooperation. The role of regional entities such as the Asian Development Bank is also important to consider. This paper assesses the political economy and other implications of cross-border connectivity between South and Southeast Asia, and suggests practicable options for moving forward.

Digital technologies not only offer a vast potential to enhance firm productivity, they can also help enhance resilience and support economic recovery in times of war. The government has made significant strides in accelerating the digital transformation and has reinforced support for digitalisation since the onset of Russia’s full-scale invasion in February 2022. While digital technologies have brought significant benefits to the country, Ukraine’s SMEs are yet to fully tap into the potential of digitalisation. Beyond war-related challenges, lack of awareness, digital skills shortages, sectoral specificities, and financial constraints complicate their digital development. The government aims to further promote SME digitalisation and is currently preparing its SME Strategy 2024-27. Throughout 2023, the OECD provided guidance to Ukraine on how to help SMEs leverage digitalisation for productivity, resilience, and recovery. This report presents an overview of the findings, looking at i) ways to strengthen the national and subnational institutional and policy framework for SME digitalisation; ii) avenues for targeted digitalisation support services for SMEs, building on the OECD’s blueprint; and iii) specific ways digitalisation can help SMEs weather war-related challenges.
