One of a series of studies on vocational education and training (VET), this report focuses on how international evidence can inform reforms of the VET system in Brazil. The reforms aim to considerably expand provision of initial VET, tripling enrolment between 2014-2024. Today, few upper-secondary students participate in VET in Brazil as compared to many OECD countries. The reform is a welcome initiative, provided that the expansion is coupled with investments in quality. Expansion of VET is likely to diversify the students attending VET programmes and increase the demand for VET teachers, and schools will need the support to make this work while ensuring that the programmes they offer are relevant for the labour market. By international standards, employers in Brazil provide limited input into VET policy and very few VET students have an opportunity of training with employers, and the reforms could be an opportunity to strengthen their involvement. Moreover, the reform could reinforce assessment strategies, as a lack of reliable assessment may decrease the value of VET qualifications. To support reform efforts in Brazil, this report brings in international evidence and discusses how other countries are addressing various related challenges encountered in their VET systems.

As Brazil is massively investing in a scale-up of in vocational education and training (VET) through the national flagship program, PRONATEC, this report assesses institutions and policies in VET taking an in depth critical view of upcoming opportunities. It shares international best practices on selected operational issues identified as strategic bottlenecks for the delivery of technical education. The report explores multiple sources of information including a desk review of existing reports and papers, inputs/data provided by the Ministry of Education and interviews with multiple stakeholders and practitioners at the federal and state level. The report highlights the need of promoting a better alignment between the supply and demand of skills at the sub national level and of promoting better a solid monitoring and evaluation system, including the monitoring of student learning and of the trajectories into the labor market or into higher educational degrees. Issues of student career guidance and teacher quality also emerge as areas of strategic importance to the Brazilian VET system in the years ahead. We conclude with specific policy recommendations for PRONATEC.

About one in three 25-34 year-olds have a vocational qualification as their highest level achieved, whether at upper secondary, post-secondary non-tertiary or short-cycle tertiary level.
This study evaluates the Finnish Education Evaluation Centre (FINEEC), focusing on the scope, quality and usefulness of FINEEC’s activities and outputs. Using a variety of methods, including self-assessment, consultations and international workshops, the report identifies nine areas for improvement and underscores the necessity for strategic and operational enhancements to strengthen FINEEC’s contribution to policy making in Finland.
