This report attempts to identify policy, social, infrastructure, and technology issues that must be addressed to meet the future energy needs of members of the Asian Development Bank (ADB) in Asia and the Pacific. Two cases of the projected energy demand and supply up to 2035 for ADB members in Asia and the Pacific are presented---a business-as-usual case, which reflects the impact of existing policies and current technology levels on future energy demand and energy choice and which assumes that current trends in the development of new and renewable energy sources will continue into the future; and an alternative case that considers the potential for energy savings on both the demand and supply sides through the deployment of advanced and low-carbon technologies to increase energy security in the region. For both outlook cases, carbon dioxide emissions generated and the investments required on the supply and demand sides were estimated.

The Asian Development Outlook 2013 estimates that regional economic growth in the Asia Pacific region will pick up to 6.6% in 2013 and reach 6.7% in 2014. This is a distinct improvement on 2012, when growth stood at just over 6%. Consumer prices are expected to rise by 4.0% in 2013 and 4.2% in 2014, up from 3.7% last year. Leading regional economies are settling into a pattern of more moderate, more sustainable growth, founded on new opportunities nearer to home, including domestic consumption and intra-regional trade. Meanwhile, Asia's contributions to global imbalances---its persistent current account surpluses---are smoothly winding down. Yet, developing Asia's recovery phase remains vulnerable to shocks. Strong capital inflows could feed asset bubbles, for example.

This report attempts to project the balance between energy demand and supply for the 48 regional members of the Asian Development Bank. However, due to the unavailability of energy data, the Marshall Islands, the Federated States of Micronesia, and Tuvalu are not included in the study. The outlook results are presented by member, by subregion, and by region. Based on the projected energy demand and supply, carbon dioxide emissions and investment requirements are derived. These will offer a basis for policy making and development planning geared toward sustainable economic development in the regional members in Asia and the Pacific.
