This work is the result of a symposium focusing on the anxieties that arise from changes in the world of work in Europe. The book seeks to draw attention to the changing nature of work, trends in labour market policies and the increase in job insecurity, which creates chronic unemployment.
This clear, accessible volume provides a comprehensive overview of the ongoing debate over the determining factors of and key influences on employment growth and labor market training, education, and related policies in the United States. Drawing on the work of distinguished labor economists, the chapters tackle questions posed by job and skill demands in the "new high-tech economy" and explore sources of employment growth; productivity growth and its implications for future employment; government mandates, labor costs, and employment; and labor force demographics, income inequality, and returns to human capital. These topics are central concerns for government, which must judge every prospective policy proposal by its effects on employment growth. Washington keeps at least one eye firmly on the jobs picture, and public officials at every level are constantly aware of the issues surrounding American job security. The jobs issue reaches beyond this focus on the unemployment rate and on total employment, including the rate at which employment is seen as growing, the growth of real wages, the security of employment, returns to human capital, uncertainty about the education and training best suited for a world of rapidly changing economic conditions, and the distribution of the gains from growth across economic classes and population groups.
Employment relations in advanced, post-industrial democracies have become increasingly insecure and uncertain as the risks associated with work are being shifted from employers and governments to workers. Arne L. Kalleberg examines the impact of the liberalization of labor markets and welfare systems on the growth of precarious work and job insecurity for indicators of well-being such as economic insecurity, the transition to adulthood, family formation, and happiness, in six advanced capitalist democracies: the United States, the United Kingdom, Germany, Japan, Spain, and Denmark. This insightful cross-national analysis demonstrates how active labor market policies and generous social welfare systems can help to protect workers and give employers latitude as they seek to adapt to the rise of national and global competition and the rapidity of sweeping technological changes. Such policies thereby form elements of a new social contract that offers the potential for addressing many of the major challenges resulting from the rise of precarious work.
Since the oil crisis of the 1970s, increased labor market flexibility seems to have become an indispensable ingredient of economic success. This book examines the critical issues that affect labor market flexibility and job security in the main industrialized economies of the United States, Japan, West Germany, the United Kingdom, and Europe, in an attempt to more fully understand the complex forces at work within such labor markets. Employment Security and Labor Market Flexibility originated from The International Symposium on Labor Market Flexibility in Yokohama, Japan, in 1986, in which scholars in economics, industrial relations, and labor law scholars scrutinized the similarities and differences of the labor markets in these countries. They focused on three main topics: wage flexibility in response to changing economic conditions, the legal and institutional framework for employment security, and international comparison of employment adjustment. Comparison of wage flexibility as well as numerical and functional flexibility among these countries were examined by both qualitative and quantitative analyses. The labor market cannot be treated in the same way as other markets because it deals directly with human beings who are less likely to obey the immutable laws of the market mechanism. Nevertheless, Kazutoshi Koshiro asserts that it is still important to build a framework on which to understand and assess the role of labor flexibility in the competitive process, and it is with this framework in mind that these chapters have been assembled into one volume. Individual chapters compare the relative flexibility of compensation and employment over the business cycle in the United States with that of Japan; analyze the relative flexibility of Japanese wages; unravel some of the underlying forces that comprise the employment security situation in the United States; study the important relationship between economic conditions and the labor market and explain the difference between the employment protection legislation of the United States on the one hand, and Europe and Japan, on the other; and compare the nature of labor markets and employment adjustment techniques of the United States, Europe, and Japan.
Law and Employment analyzes the effects of regulation and deregulation on Latin American labor markets and presents empirically grounded studies of the costs of regulation. Numerous labor regulations that were introduced or reformed in Latin America in the past thirty years have had important economic consequences. Nobel Prize-winning economist James J. Heckman and Carmen Pagés document the behavior of firms attempting to stay in business and be competitive while facing the high costs of complying with these labor laws. They challenge the prevailing view that labor market regulations affect only the distribution of labor incomes and have little or no impact on efficiency or the performance of labor markets. Using new micro-evidence, this volume shows that labor regulations reduce labor market turnover rates and flexibility, promote inequality, and discriminate against marginal workers. Along with in-depth studies of Colombia, Peru, Brazil, Argentina, Chile, Uruguay, Jamaica, and Trinidad, Law and Employment provides comparative analysis of Latin American economies against a range of European countries and the United States. The book breaks new ground by quantifying not only the cost of regulation in Latin America, the Caribbean, and in the OECD, but also the broader impact of this regulation.
Working through the Crisis documents how the Great Recession affected employment outcomes in developing countries and how those countries' governments responded. The chapters comprise a unique compilation of data and analysis from different sources, including an inventory of policies implemented during the crisis, among countries in Latin America, Eastern Europe, Asia, and Africa. The effects of the crisis depended on the size of the shock, the channels through which it was manifested, the structure of institutions in the country--especially labor institutions--and the specific policy responses undertaken. Although these factors resulted in differing outcomes among the countries studied, common patterns emerge. In terms of impacts, overall adjustments involved reductions in earnings growth rather than in employment growth, although the quality of employment was also affected. Youth were doubly affected, being more likely to experience unemployment and reduced wages. Men seemed to have been more severely affected than women. In most countries where data are available, there were no major differences between skilled and unskilled workers or between those living in urban and rural areas. In terms of policy responses, this crisis was characterized by a high prevalence of active interventions in the labor market and the expansion of income protection systems, as well as countercyclical stimulus measures. When timed well and sufficiently large, these stimulus measures were effective in reducing adverse employment effects. Specific sectoral stimulus policies also had beneficial effects when they were well targeted. However, social protection and labor market policy responses were often ad hoc, and not in line with the types of adjustments workers experienced. As a result, these policies and programs were typically biased toward formal sector workers and did not necessarily reach those who needed them the most. In retrospect, there is a sense that developing countries were not well prepared to deal with the effects of the Great Recession, and that the further development of social protection systems is crucial to better protect workers and their families from the next crisis.
In recent years, a flurry of reports on downsizing, outsourcing, and flexible staffing have created the impression that stable, long-term jobs are a thing of the past. According to conventional wisdom, workers can no longer count on building a career with a single employer, and job security is a rare prize. While there is no shortage of striking anecdotes to fuel these popular beliefs, reliable evidence is harder to come by. Researchers have yet to determine whether we are witnessing a sustained, economy-wide decline in the stability of American jobs, or merely a momentary rupture confined to a few industries and a few classes of workers. On the Job launches a concerted effort to reconcile the conflicting evidence about job stability and security. The book examines the labor force as a whole, not merely the ousted middle managers who have attracted the most publicity. It looks at the situation of women as well as men, young workers as well as old, and workers on part-time, non-standard, or temporary work schedules. The evidence suggests that long-serving managers and professionals suffered an unaccustomed loss of job security in the 1990s, but there is less evidence of change for younger, newer recruits. The authors bring our knowledge of the labor market up to date, connecting current conditions in the labor market with longer-term trends that have evolved over the past two decades. They find that layoffs in the early 1990s disrupted the implicit contract between employers and staff, but it is too soon to declare a permanent revolution in the employment relationship. Having identified the trends, the authors seek to explain them and to examine their possible consequences. If the bonds between employee and employer are weakening, who stands to benefit? Frequent job-switching can be a sign of success for a worker, if each job provides a stepping stone to something better, but research in this book shows that workers gained less from changing jobs in the 1980s and 1990s than in earlier decades. The authors also evaluate the third-party intermediaries, such as temporary help agencies, which profit from the new flexibility in the matching of workers and employers. Besides opening up new angles on the evidence, the authors mark out common ground and pin-point those areas where gaps in our knowledge remain and popular belief runs ahead of reliable evidence. On the Job provides an authoritative basis for spotting the trends and interpreting the fall-out as U.S. employers and employees rethink the terms of their relationship.
