This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. This book examines the inclusive development experiences and impacts of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). It discusses the theoretical assumptions underlying the inclusive development of Employment Guarantee Scheme (EGS), and draws conclusions based on robust data and real-world experiences with the MGNREGS – which has attracted global attention as India’s most ambitious, rights-based development initiative and most expansive work-based social security measure, the world’s largest public works programme, and people-centric approach to development. The book argues that the Scheme holds vast potential, and, in fact, has made significant contribution to the promotion of livelihoods of the poorest of the poor, but that the weak institutions of local-self-governance, entrusted for implementation of the Scheme, are incapable of exploiting them to the full. It ends with a concrete policy suggestion: the inclusive development experiences gathered with the EGS and presented here could offer a source of policy change in many developing Afro-Asian countries whose situations are similar to India’s, provided the local conditions in the respective country are taken into consideration when designing the EGS. Its significance as a social security measure has increased in post-COVID loss of jobs and livelihoods of the poor.
​This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.
Behind India's high recent growth rates lies a story of societal conflict that is scarcely talked about. Across its villages and production sites, state institutions and civil society organisations, the dominant and less well-off sections of society are engaged in antagonistic relations that determine the material conditions of one quarter of the world's 'poor'. Increasingly mobile and often with several jobs in multiple locations, India's 'classes of labour' are highly segmented but far from passive in the face of ongoing exploitation and domination. Drawing on over a decade of fieldwork in rural South India, the book uses a 'class-relational' approach to analyse continuity and change in processes of accumulation, exploitation and domination. By focusing on the three interrelated arenas of labour relations, the state and civil society, it explores how improvements can be made in the conditions of labourers working 'at the margins' of global production networks, primarily as agricultural labourers and construction workers. Elements of social policy can improve the poor's material conditions and expand their political space where such ends are actively pursued by labouring class organisations. More fundamental change, though, requires stronger organisation of the informal workers who make up the majority of India's population.
India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.
This paper uses a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short and medium-term poverty and welfare effects of the National Rural Employment Guarantee Scheme. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.
New Welfare Policy and Democratic Politics in India offers an analysis of India’s welfare policy during the last couple of decades. It looks at how welfare policy making is viewed as a function of party competition and voter mobilization, showing a gradual transformation of political clients into entitled citizens through which democratic politics in India has redefined its contemporary welfare discourse. The book argues that political parties formulate policies in order to respond to the voices of citizens and shows that a new welfare architecture emerged in India, characterized as responsive welfare. India has witnessed a sharp rise in such voices, which have been disadvantaged by a globalizing market. The size and vulnerability of this group has made them politically significant and electorally salient. These welfare aspirants have found a new political space through political parties to negotiate and assert their claims on the state, creating a milestone in India’s democratic politics trajectory, in the form of entitlement-based welfare policy. The book compares and evaluates the implications of these new welfare policies in the contexts of two governments: the Congress-led government during 2009-2014 and the BJP-led government during 20014-2019. The empirical data reveal remarkable similarities in their electoral pledges, policy outputs, policy outcomes and accountability towards citizens. These findings indicate significant convergence in their welfare policies, sans ideology or ethnic support base. It also reveals that the ideological differences among the two major parties do not prevent remarkable continuities in the formulation and implementation of welfare policies during their incumbencies, thus allowing for a bipartisan acceptance of a citizen-centric welfare policy. Offering a new analysis to understand this citizen-party-policy linkage in the formulation of welfare policy in India, the book presents a macro analysis of India’s interface between democratic politics and welfare policy. It will be of interest to researchers in the fields of the politics of welfare, democratisation in changing societies, comparative politics and Indian and South Asian Studies and Asian Politics.
