The notion of "rentier mentality" has haunted the literature on the Gulf States for almost 40 years now. However, few studies have actually provided insight into how the nationals themselves perceive their career motivators, employability and productivity. The eleven studies of this book present both empirical findings and case studies that reveal what nationals expect from their workplace and what hinders them from a personal, meaningful contribution. While it seems that an initially high work motivation is often annihilated by structural impediments such as a strong hierarchy or widespread wasta, it also seems that many nationals fail to understand the urgent requirements of the GCC labour markets.
The unexpected decision of the British Government in January 1968 to withdraw its military and diplomatic protection from the Gulf catapulted the region into the limelight. For the following five decades the historian Dr. Frauke Heard-Bey was best placed to observe subsequent developments in the Gulf, having joined her husband David, a petroleum engineer, in Abu Dhabi in 1967. Through her role over decades in the Centre for Documentation and Research (now the UAEs National Archive), Frauke Heard-Bey made use of its archives about the Gulf, while taking every opportunity to travel in the area and immerse herself in the local environment. The work covers a broad spectrum, including the formation of the UAE in 1971, the subsequent development of this federation, the first oil crisis and geopolitical repercussions, urbanisation, labour migration, electoral systems, trade, the changing way of life and its implications for traditional loyalties in the Gulf states and Oman. The results of much of this work (which rely little on secondary sources) are collected in this volume, parts of which have been printed in hard-to access journals, while others are published here for the first time.

The GCC is a major player in the post-2011 reordering of the Middle East. Despite the rise in prominence of individual Gulf states - especially Kuwait, Qatar, Saudi Arabia and the United Arab Emirates - and the growth of the GCC as a collective entity, surprisingly little attention has been paid to the actual mechanics of policy-making in the region. This book analyses the vital role that institutions are coming to play in shaping policy in the Gulf Arab states. The research coincides with two key developments that have given institutions new importance in the policy process: the emergence of a new generation of leaders in the Gulf, and the era of low oil prices. Both developments, along with dramatic demographic change, have compelled state and citizens to re-evaluate the nature of the social contract that binds them together. Contributors assess the changing relationship between state and citizen and evaluate the role that formal and informal institutions play in mediating such change and informing policy.The book shows how academic, social and economic institutions are responding to the increasingly complex process of decision-making, where citizens demand better services and further empowerment, and states are obliged to seek wider counsel, although wanting to retain ultimate authority. This open access book explores the various dimensions of women’s empowerment in public policy in the Gulf Cooperation Council (GCC) region, with a particular focus on Qatar, comparing the country to the other Gulf states. Through its rich compilation of empirical qualitative research, the text unpacks the various ways in which women’s empowerment materializes in the GCC context, providing insights into public policy perspectives in high-income rentier states more broadly. The Arab world has long been part of the global dialogue on women’s economic and political empowerment and the GCC has, over the past decade, situated women’s empowerment amongst their respective national priorities and long-term strategies. In turn, the Gulf has seen gradual implementation of policies aimed at women, specifically, in looking to attract and retain them in the labour market, and in the public sector more broadly. The collection surveys and evaluates the progress made in recent decades, paying close attention to the cultural and policy constraints still limiting women’s empowerment in the Gulf. With a key linkage to SDG5, this book is a timely text addressing the context and drivers behind policies centering on women in the Arab region, in its analysis of the interplay of international women’s empowerment discourse and regional public policy decisions.
