Emergency Politics in the Third Wave of Democracy aims to make an important contribution to the study of emergency politics by offering an up-to-date study of how it works in practice. Specifically, it studies the uses given to the “regime of exception” mechanism in Bolivia, Ecuador, and Peru in the first decade of the 21st century and analyzes potential incompatibilities with the two pillars of democratic governability: efficiency and legitimacy. This book offers a thorough review of existing literature on emergency politics, offering conceptual clarification, identifying three types or paradigms of emergency politics (repressive, administrative, and disaster) and pointing to regimes of exception as a useful route to their study. It also provides an overview of emergency politics in Latin America throughout history, pointing to the predominance of regimes of exception and the repressive paradigm. The book describes the continuity of the repressive paradigm in Peruvian emergency politics to deal with both social protest and the apparent threat of organized crime and terrorism, as well as how Bolivia has shifted from a repressive to a disaster paradigm in the face of pressure to deal with climate change. It also analyzes the predominance of an administrative paradigm in Ecuadorian emergency politics in the context of weak institutions and difficulties in implementing policy as well as a populist style of leadership. Ultimately, the book offers some “best practices” in relation to the design and use of regimes of exception in democratic contexts. Other studies on emergency politics tend to focus on legal or formal issues in the context of the United States War on Terror. This study is decidedly political and empirical in focus, offering analysis and interpretation as a result of intensive fieldwork carried out by the author in Bolivia, Ecuador, and Peru. Consequently, this volume offers important contributions to our understanding of emergency politics in general (with evidence from the periphery) as well as to our understanding of democratization processes in the Third Wave.
Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. This study investigates the three main waves of political regime contention in Europe and Latin America. Surprisingly, protest against authoritarian rule spread across countries more quickly in the nineteenth century, yet achieved greater success in bringing democracy in the twentieth. To explain these divergent trends, the book draws on cognitive-psychological insights about the inferential heuristics that people commonly apply; these shortcuts shape learning from foreign precedents such as an autocrat's overthrow elsewhere. But these shortcuts had different force, depending on the political-organizational context. In the inchoate societies of the nineteenth century, common people were easily swayed by these heuristics: jumping to the conclusion that they could replicate such a foreign precedent in their own countries, they precipitously challenged powerful rulers, yet often at inopportune moments - and with low success. By the twentieth century, however, political organizations had formed. As organizational ties loosened the bounds of rationality, contentious waves came to spread less rapidly, but with greater success.

Emergency Powers of International Organizations explores emergency politics of international organizations (IOs). It studies cases in which, based on justifications of exceptional necessity, IOs expand their authority, increase executive discretion, and interfere with the rights of their rule-addressees. This ''IO exceptionalism'' is observable in crisis responses of a diverse set of institutions including the United Nations Security Council, the European Union, and the World Health Organization. Through six in-depth case studies, the book analyzes the institutional dynamics unfolding in the wake of the assumption of emergency powers by IOs. Sometimes, the exceptional competencies become normalized in the IOs' authority structures (the ''ratchet effect"). In other cases, IO emergency powers provoke a backlash that eventually reverses or contains the expansions of authority (the "rollback effect"). To explain these variable outcomes, this book draws on sociological institutionalism to develop a proportionality theory of IO emergency powers. It contends that ratchets and rollbacks are a function of actors' ability to justify or contest emergency powers as (dis)proportionate. The claim that the distribution of rhetorical power is decisive for the institutional outcome is tested against alternative rational institutionalist explanations that focus on institutional design and the distribution of institutional power among states. The proportionality theory holds across the cases studied in this book and clearly outcompetes the alternative accounts. Against the background of the empirical analysis, the book moreover provides a critical normative reflection on the (anti) constitutional effects of IO exceptionalism and highlights a potential connection between authoritarian traits in global governance and the system's current legitimacy crisis.
