D., 1902 To the Honorable the Mayor and the Common Gounod of the City of St. Paul, Gentlemen: In conformity with section 9, chapter 16, title 3, of the charter of the City of St. Paul, the annual report of this department for the fiscal year ending Dec. 31, 1902, is herewith submitted for your con sideration. In the past year the tax collections were such as to enable this department to credit the various funds with nearly the full amount of the budget allowance, and it is with pleasure we note that we close this year with but very few unpaid bills on hand. During the year the bonded indebtedness of the city has been reduced by In addition to this, the amount in the budget of 1902 that represents permanent improve ments is an amount equal to four mills on the dollar of the assessed valuation. The rapid growth of our city demands these improve ments, and, being prohibited from issuing bonds, there is no alternative but to place these amounts in the tax levy. It is to be hoped that the Legislature will take such action as will relieve our tax payers of this burden and allow the city to issue bonds for permanent improvements. The books in all the city departments are well kept and correspond with those kept in this omoe. A general resume of the transactions of the different departments and the various financial statements is presented at the head of this report with the detailed compilation of all the city warrants issued following below.
