The selectmen Of the towns and the board of aldermen of the cities Of this State, may make and enforce such regulations as they deem proper, to prevent the Spread of infectious or contagious diseases among domestic animals, with in their respective towns and cities, and shall inquire into all such cases coming to their knowledge, and shall immediately report the same to the governor. A person who knowingly vio lates or refuses to Obey such regulations made by such town or City authorities, shall be fined one hundred dollars. Excerpt from Nineteenth Vermont Agricultural Report: By the State Board of Agriculture, for the Year, 1899 Sec. 481 I. The Board shall endeavor to Obtain full infor mation in relation to any contagious disease which may prevail among domestic animals near the borders of the State, and pub lish and circulate such information at their discretion; and Should any such disease break out, or should there be reason able suspicion of its existence among cattle or other domestic animals, in any town in this State, they shall examine the cases and publish the results Of their examination for the benefit of the public. The Board is also authorized to examine under oath, in the several towns and cities in this State, all persons possessing or believed to possess knowledge of any material facts concerning the existence or dissemination of diseases among domestic animals, and for this purpose shall have all the power now conferred upon justices of the peace to compel wit nesses to attend and testify. Sec. 4812. All costs and expenses incurred in procuring the attendance of such witnesses shall be allowed by the State auditor, upon the approval Of the Governor, and be paid by the State.
