The large market size and abundant resources of the Greater Mekong Subregion (GMS), including a large, motivated and cheap workforce, a rich agricultural base, extensive timber and fisheries resources, considerable potential mineral resources, and vast energy resources have seen the subregion increasingly recognized as a new frontier of Southeast Asian economic strength. This book aims to assess the recent economic, social and political developments in the GMS and identify emerging opportunities and challenges facing the successful transition towards a market-driven economy. The countries of the GMS are at a critical juncture where subregional efforts and cooperation must be made to fully address the rapidly evolving issues that are vital to appropriate policy formation, yet which remain widely debatable. The deliberations here shed light on the development stages and offer policy recommendations for pushing forward subregional cooperation.
The economic corridor approach was adopted by the Greater Mekong Subregion (GMS) countries in 1998 to help accelerate subregional development. The development of economic corridors links production, trade, and infrastructure within a specific geographic area. The review of these corridors was conducted to take into account the opening up of Myanmar and ensure that there is a close match between corridor routes and trade flows; GMS capitals and major urban centers are connected to each other; and the corridors are linked with maritime gateways. The review came up with recommendations for possible extension and/or realignment of the corridors, and adoption of a classification system for corridor development. The GMS Ministers endorsed the recommendations of the study at the 21st GMS Ministerial Conference in Thailand in 2016.

This book examines the emergence of different forms of capitalism in Central-Eastern states in Europe and Mekong states within the Association of Southeast Asian Nations (ASEAN). All of them (but Thailand) have historically disappeared from the regional maps for long periods of time due to colonial or imperial rule. Most of them were previously members of a soviet-type economy, and they all joined ASEAN or the European Union in the 1990s or in the 2000s. These states are characterized by a strong urge toward feelings of national sovereignty due to their experiences with colonialism and imperialism. But, due to the regional economic pressures and the globalization dynamic, these states cannot articulate protectionist policies. They are forced to open their economies in order to attract Foreign Direct Investments. This results in less regulated and more political forms of capitalism than in some more developed capitalist countries. This book analyzes forms of capitalism as the arising from a combination of three conditions: the legacy of the foreign occupations, the national construction process of the sovereign state, and lastly, the dynamics of regional integration. These states' claims to national sovereignty and the manner in which they developed suggests a causative link between the forms of political domination that have presided over these transformations and the forms of capitalism that have resulted.
The Southern Economic Corridor (SEC), one of the priority economic corridors under the Greater Mekong Subregion (GMS) Economic Cooperation Program, was designated as a GMS flagship initiative in 2002. Efforts have been taken since then, but these were pursued mainly on a project-by-project basis. A series of consultations were conducted to initiate a holistic approach to the development of SEC. The strategy and action plan is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries.Besides providing a vision and framework for developing SEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for SEC development. The second GMS Economic Corridors Forum, held in Phnom Penh, Cambodia on 17 September 2009, discussed and generally agreed with the directions set forth in this strategy and action plan.
The Greater Mekong Subregion Cross-Border Transport Facilitation Agreement (GMS CBTA) Instruments and Drafting History is a compendium of agreements, instruments of accessions, and memoranda of understanding forged between the GMS countries and compiles in one publication all the documents that form the CBTA instrument. It reflects previous policy dialogues, including outcomes of negotiations between various government agencies from the GMS countries since the inception of the CBTA. This publication aims to strengthen stakeholders' understanding of the technical aspects of the CBTA as well as to draw attention to the crucial issues on transport and trade facilitation.
