The global employment and skills landscape is changing fast in the fourth industrial revolution. Investing in human development is essential to meet the needs of rapidly evolving competitive labor markets and achieve sustainable economic growth. Recognizing this, the CAREC Program's 2030 strategy features human development as one of its five operational priorities and specifies education as a key area of focus. This report examines how CAREC member countries can collaborate for education and skills development. It identifies important opportunities to harmonize education and skill standards, enhance student and worker mobility, strengthen labor market information and movement, and facilitate knowledge exchange.
The services sector is becoming a key driver of economic development in most members of the Central Asia Regional Economic Cooperation (CAREC) Program. This study underscores the potential for greater economic diversification through robust development of seven key services subsectors and industries that are critical for economies in the region to function and thrive. CAREC members also need to adopt a coherent and comprehensive approach to the balanced development of these interdependent services subsectors. Enabling conditions such as good governance, competitive markets, strong regional cooperation and integration, efficient labor markets, and high quality physical and digital infrastructure are crucial.
This book presents an overview of the main research findings and case studies concerning education and skills for inclusive growth, green jobs and the greening of economies. Focusing on India, Indonesia, Sri Lanka and Viet Nam, it discusses government and business sector responses to these issues and how Technical and Vocational Education and Training (TVET) systems and institutions are addressing both the renewal of curricula in the context of green growth dynamics, and patterns of training and skills development to meet demands. In addition, the book examines cross-country issues, concerns and prospects regarding education and skills for inclusive growth and green jobs for the four countries. These include critical themes and issues in the selected industry sectors triggering a demand for green jobs in the region; how industry is responding to those demands; areas impeding the transition from traditional to green practices; the importance of skills development; the role of TVET in addressing industry needs; and reasons for the slow response of TVET to green skills.While other studies conducted in Asia – and internationally - on the same topic have largely relied on secondary sources, this study conducted by the Asian Development Bank and the Education University of Hong Kong (ADB-EdUHK) is unique in that the findings, conclusions and recommendations reported on are based on primary data. As part of the study, TVET providers, business enterprises, policy makers and practitioners were surveyed using questionnaires and face-to-face interviews. In addition, workshops were held in each of the four countries to ascertain the views of key stakeholders in government, nongovernment organisations, members of the international development community, TVET providers and members of the business sector.The book also provides summaries of the case studies undertaken for India, Indonesia, Sri Lanka and Viet Nam.
Focusing on the Asia-Pacific region, which in recent years has been the engine of global economic growth , this volume surveys trends and prospects in technical and vocational education and training (TVET) with particular reference to achieving inclusive growth and the greening of economies. Underlying the increasing pressure for new models of TVET provision is the rapid pace of technological change, demand for a work force which is highly responsive to evolving needs and a transforming market place that calls for higher order skills and lifelong learning. The book proposes a re-engineered, modernized TVET system that fosters an innovative approach which enhances the employability of workers as well as the sustainability of their livelihoods. The book includes contributions from leading policy makers, researchers, and practitioners, including those in the private sector in analyzing and forecasting the most urgent priorities in skills development. The book argues for creative approaches to TVET design and delivery particularly with a view to improve job prospects , and meeting the goals of inclusion, sustainable development and social cohesion. Addressing issues such as the chronic mismatches between skills acquired and actual skills required in the work place, the volume proposes diversified approaches towards workforce development and partnerships with the private sector to improve the quality and relevance of skills development . The new imperatives created by ‘greening’ economies and responses required in skills development and training are addressed. Developing TVET is a high priority for governments in the Asia Pacific region as they seek to achieve long-term sustainable growth since the .continued success of their economic destinies depend on it. The volume also includes an emerging framework for skills development for inclusive and sustainable growth in the Asia and Pacific region.

The Central Asia Regional Economic Cooperation (CAREC) member countries face many common economic, social, and environmental challenges that directly impact their citizens and communities. Communities living in bordering regions face this impact in a unique manner with historical and cultural ties, shared resources and geographies, social support systems including family and friends, and business and livelihood activities. This report provides a brief strengths, weaknesses, opportunities, and threats (SWOT) analysis of the scope for CAREC to strengthen cross-border communities’ development. It identifies a series of recommendations for CAREC to play a proactive role in expanding cross-border cooperation in the border regions.
Tajikistan and other countries in Central Asia, such as Kazakhstan, the Kyrgyz Republic, Turkmenistan, and Uzbekistan, are striving to align technical and vocational education and training (TVET) with their economic realities. Job shortage and the gap between TVET and the needs of employers must be addressed by these countries. This publication details how TVET has evolved in Tajikistan and other countries in the region. It recommends improvements through the use of a labor market information system to match skills supply with industry demand, decentralization of governance and management, integration of information and communication technology for lifelong learning, and intensified regional collaboration and experience sharing.
The Central Asia Regional Economic Cooperation (CAREC) was created to foster connectivity. Air transport connectivity facilitates economic development. This Scoping Study seeks to begin to define a potential role for the CAREC program to enhance the region's effectiveness of aviation. The study provides an analysis of the CAREC region's current state of aviation, and is structured around three principal components of aviation development: policy and regulation, infrastructure and equipment, and operations. It also describes enabling factors necessary to realize the aviation enhancements CAREC member governments seek. The study provides conclusions and outlines a possible way forward on CAREC aviation to assist in shaping action items and capacity-building activities that underpin aviation's role in economic development.
The Central Asia Regional Economic Cooperation (CAREC) Tourism Strategy 2030 sets out the long-term vision, objectives, programs, and targets to promote sustainable, safe, and inclusive tourism development in the region and enhance its attraction as a competitive tourism destination globally. It builds upon countries’ efforts to develop their tourism sectors as well as existing initiatives being implemented by development partners. It adopts a holistic approach, covering five strategic pillars: connectivity and infrastructure, quality and standards, skills development, marketing and branding, and market intelligence. The strategy also mainstreams six cross-cutting themes: health, safety, and security; digitalization; gender equality; environmental sustainability; private sector participation; and universal access to tourism services.
