The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the 'World Development Report'.
This volume is written primarily for agricultural economists doing research on productivity. It includes discussions of the theoretical underpinnings of productivity measurement as well as the many practical considerations that go into translating this theory into actual measures of aggregated outputs and inputs. The unifying concept of agricultural productivity used across the chapters of this volume is aggregate total factor productivity (TFP) of the sector. The volume also contains detailed analysis of the underlying causes of agricultural productivity growth. Part I (chapters 2-6) examines agricultural productivity in high-income and transition countries. Part II (chapters 7-11) examines agricultural productivity growth and its driving forces in five important agricultural producers in Asia and Latin America. The noted economist Yair Mundlak presents here a theory of the growth of the agricultural sector within the context of a growing economy. He explores the various aspects of the dynamics of agriculture and their relationship to the dynamics of the economy at large, offering a unique blend of theory, methodology, and empirical analysis. The rate of agricultural growth has varied across countries and over time, even though the main innovations in agricultural technology have been made available to all countries. Consequently, the difference in performance is due to the use made of the available technology. Mundlak treats the implementation of technology as an economic decision similar to decisions about resource supply and allocation. The development of agriculture, like that of other sectors, is determined to a large degree by the economic environment, especially public policies. This book provides a non-technical, accessible primer on sustainable agricultural development and its relationship to sustainable development based on three analytical pillars. The first is to understand agriculture as complex physical-biological-human systems. Second is the economic perspective of understanding tradeoffs and synergies among the economic, environmental and social dimensions of these systems at farm, regional and global scales. Third is the understanding of these agricultural systems as the supply side of one sector of a growing economy, interacting through markets and policies with other sectors at local, national and global scales. The first part of the book introduces the concept of sustainability and develops an analytical framework based on tradeoffs quantified using impact indicators in the economic, environmental and social domains, linking this framework to the role of agriculture in economic growth and development. Next the authors introduce the reader to the sustainability challenges of major agroecosystems in the developing and industrialized worlds. The concluding chapter discusses the design and implementation of sustainable development pathways, through the expression of consumers’ desire for sustainably produced foods on the demand side of the food system, and through policies on the supply side such as new more sustainable technologies, environmental regulation and payments for ecosystem services.
