A revolution is underway among the Indigenous nations of North America. It is a quiet revolution, largely unnoticed in society at large. But it is profoundly important. From High Plains states and Prairie Provinces to southwestern deserts, from Mississippi and Oklahoma to the northwest coast of the continent, Native peoples are reclaiming their right to govern themselves and to shape their future in their own ways. Most American Indian reservations are islands of poverty in a sea of wealth, but they do not have to remain that way. To extract themselves from poverty, Native Americans will have to build on their rich cultural history including familiarity with markets and integrate themselves into modern economies by creating institutions that reward productivity and entrepreneurship and that establish tribal governments that are capable of providing a stable rule of law. The chapters in this volume document the involvement of indigenous people in market economies long before European contact, provide evidence on how the wealth of Indian Nations has been held hostage to bureaucratic red tape, and explains how their wealth can be unlocked through self-determination and sovereignty.
While tribal-state relationships have historically been characterized as tense, most southern tribesparticularly non-federally recognized onesfound that Indian affairs commissions offered them a unique position in which to negotiate power. Although individual tribal leaders experienced isolated victories and generated some support through the 1950s and 1960s, the creation of the intertribal state commissions in the 1970s and 1980s elevated the movement to a more prominent political level. Through the formalization of tribal-state relationships, Indian communities forged strong networks with local, state, and national agencies while advocating for cultural preservation and revitalization, economic development, and the implementation of community services.
Winner of the Beatrice Medicine Award In south-central Oklahoma and much of “Indian Country,” using an Indigenous language is colloquially referred to as “talking Indian.” Among older Chickasaw community members, the phrase is used more often than the name of the specific language, Chikashshanompa’ or Chickasaw. As author Jenny L. Davis explains, this colloquialism reflects the strong connections between languages and both individual and communal identities when talking as an Indian is intimately tied up with the heritage language(s) of the community, even as the number of speakers declines. Today a tribe of more than sixty thousand members, the Chickasaw Nation was one of the Native nations removed from their homelands to Oklahoma between 1837 and 1838. According to Davis, the Chickasaw’s dispersion from their lands contributed to their disconnection from their language over time: by 2010 the number of Chickasaw speakers had radically declined to fewer than seventy-five speakers. In Talking Indian, Davis—a member of the Chickasaw Nation—offers the first book-length ethnography of language revitalization in a U.S. tribe removed from its homelands. She shows how in the case of the Chickasaw Nation, language programs are intertwined with economic growth that dramatically reshape the social realities within the tribe. She explains how this economic expansion allows the tribe to fund various language-learning forums, with the additional benefit of creating well-paid and socially significant roles for Chickasaw speakers. Davis also illustrates how language revitalization efforts are impacted by the growing trend of tribal citizens relocating back to the Nation.
On Indian Ground: The Southwest is one of ten regionally focused texts that explores American Indian/Alaska Native/Native Hawaiian education in depth. The text is designed to be used by educators of native youth and emphasizes best practices found throughout the state. Previous texts on American Indian education make wide-ranging general assumptions that all American Indians are alike. This series promotes specific interventions and relies on native ways of knowing to highlight place-based educational practices. On Indian Ground: The Southwest looks at the history of Indian education within the southwestern states. The authors also analyze education policy and tribal education departments to highlight early childhood education, gifted and talented educational practice, parental involvement, language revitalization, counseling, and research. These chapters expose cross-cutting themes of sustainability, historical bias, economic development, health and wellness, and cultural competence. The vastness of the American West is apparent to anyone who travels through it, but what may not be immediately obvious is the extent to which the landscape has been shaped by the U.S. government. Water development projects, military bases, and Indian reservations may interrupt the wilderness vistas, but these are only an indication of the extent to which the West has become a federal landscape. Historian Gerald D. Nash has written the first account of the epic growth of the economy of the American West during the twentieth century, showing how national interests shaped the West over the course of the past hundred years. In a book written for a broad readership, he tells the story of how America’s hinterland became the most dynamic and rapidly growing part of the country. The Federal Landscape relates how in the nineteenth century the West was largely developed by individual enterprise but how in the twentieth Washington, D.C., became the central player in shaping the region. Nash traces the development of this process during the Progressive Era, World War I, the New Deal, World War II, the affluent postwar years, and the cold-war economy of the 1950s. He analyzes the growth of western cities and the emergence of environmental issues in the 1960s, the growth of a vibrant Mexican-U.S. border economy, and the impact of large-scale immigration from Latin America and Asia at century’s end. Although specialists have studied many particular facets of western growth, Nash has written the only book to provide a much-needed overview of the subject. By addressing subjects as diverse as public policy, economic development, environmental and urban issues, and questions of race, class, and gender, he puts the entire federal landscape in perspective and shows how the West was really won.
For too long, the Gulf Coast of Mexico has been dismissed by scholars as peripheral to the Mesoamerican heartland, but researchers now recognize that much can be learned from this regionÕs cultures. Peoples of the Gulf CoastÑparticularly those in Veracruz and TabascoÑshare so many historical experiences and cultural features that they can fruitfully be viewed as a regional unit for research and analysis. Native Peoples of the Gulf Coast of Mexico is the first book to argue that the people of this region constitute a culture area distinct from other parts of Mexico. A pioneering effort by a team of international scholars who summarize hundreds of years of history, this encyclopedic work chronicles the prehistory, ethnohistory, and contemporary issues surrounding the many and varied peoples of the Gulf Coast, bringing together research on cultural groups about which little or only scattered information has been published. The volume includes discussions of the prehispanic period of the Gulf Coast, the ethnohistory of many of the neglected indigenous groups of Veracruz and the Huasteca, the settlement of the American Mediterranean, and the unique geographical and ecological context of the Chontal Maya of Tabasco. It provides descriptions of the Popoluca, Gulf Coast Nahua, Totonac, Tepehua, Sierra „Šh–u (Otom’), and Huastec Maya. Each chapter contains a discussion of each groupÕs language, subsistence and settlement patterns, social organization, belief systems, and history of acculturation, and also examines contemporary challenges to the future of each native people. As these contributions reveal, Gulf Coast peoples share not only major cultural features but also historical experiences, such as domination by Hispanic elites beginning in the sixteenth century and subjection to forces of change in Mexico. Yet as contemporary people have been affected by factors such as economic development, increased emigration, and the spread of Protestantism, traditional cultures have become rallying points for ethnic identity. Native Peoples of the Gulf Coast of Mexico highlights the significance of the Gulf Coast for anyone interested in the great encuentro between the Old and New Worlds and general processes of culture change. By revealing the degree to which these cultures have converged, it represents a major step toward achieving a broader understanding of the peoples of this region and will be an important reference work on these indigenous populations for years to come.
