This book investigates how the state intervenes in the urban system in China in the post-reform period. To do so, it constructs a conceptual framework based on the perspective of political hierarchy, suggesting that the state power is hierarchically organized in China’s urban system, leading to variations in urban government capacities among cities. The book reveals that the state has largely achieved the goal of its national urban system policy to “strictly control the scale of large cities” resulting in the under-development of the large cities if they are mainly developing according to the market force. However, this has become less influential with the advances toward a market economy. Further, state regulation and policies have reduced the gaps between cities at the top and bottom of the urban hierarchy. The book argues that the Urban Administrative System (UAS) is an important tool for the state to regulate urban system development, and the administrative level has a significant effect on urban growth performance. It contends that China’s urban system is strongly shaped by the omnipresent state through the UAS, which hierarchically differentiates between the urban growth processes. By controlling the administrative-level upgrading process, the state can prevent the size and number of cities from increasing too rapidly. This theoretical and empirical enquiry highlights the fact that the hierarchical power relations among cities and the resulting variations in urban government capacities are the key to understanding the role of the state in China’s urban system development in the post-reform period.

One of the most notable features of literature about "new economic geography" is a close association between theoretical and empirical work. In contrast to earlier research, theoretical studies are often much more strongly focused on real-world phenomena. At the same time, empirical work is often more closely tied to theoretical models. Instead of purely detecting possible stylized facts, considerable efforts have been made to test for the relevance of theoretical results.A major shortcoming of recent empirical work in urban economics is, however, the startling concentration on basically only two estimation strategies. Probably driven by limited data availability, most analyses are either cross-country studies which usually seek to explore a data set as rich as possible, or the studies examine single country data and then often focus on U.S. experiences.This book aims to provide a new - European - perspective. The basic idea is that a focus on European cities, apart from being interesting for itself, allows to combine both previous approaches. In particular, there is considerable cross-country variation while, in addition, also reliable historical data is available. Therefore, it is one of the contributions to compile a new data set of European cities which covers 13 countries and ranges from 1870 to 1990.This set of data is then applied to explore several hypotheses which have been recently proposed in literature. In particular, three sets of issues are discussed: the growth pattern of cities and their implications for Zipf's law, the relationship between trade openness and urban concentration, and the role of history for city growth. The results are often striking. In contrast to some previous findings, for instance, there is only weak evidence for random growth across cities. Also, the empirical evidence for an association between external trade and internal geography turns out to be shaky. Finally, it is argued that the urban dominance of Vienna after the dissolution of the Austro-Hungarian Empire in 1918 is evidence in favor of path dependence in city growth.Taken together, the book shows that the European experience provides a rich laboratory of real-world data which still waits to be explored.
Second-rank cities are back on the academic scene, capturing the interest of scholars with their unexpected recent performance with respect to first-rank cities. Looking at the data on average urban GDP growth in 139 European cities since 1996, the relatively strong position of large cities (over 1.5 million inhabitants) on national growth coincides with the periods of fastest expansion, while at times of slowdown second-rank cities prevail. Especially in the recent period of economic downturn, second-rank cities have recorded annual GDP growth rates much less negative than those of capital cities; and in some European countries, like Austria and Germany, all cities have outperformed their capitals. In explaining this phenomenon, linking urban dynamics to agglomeration theories seems the most interesting approach. However, merely to link agglomeration economies to urban size in order to interpret urban performance is neither convincing nor sufficient, and it calls for additional investigation into how agglomeration economies work. This volume claims that interpretation of the current dynamics in European urban systems – especially in the western part of Europe – would benefit from exploitation of the traditional concept of agglomeration economies. However, necessary for this purpose are more in-depth considerations on the nature, scope, intensity, and causes of agglomeration economies which do not relate their existence solely to urban size. And this is where the main challenge for scholars lies, in the interpretation of the missing link between agglomeration economies and urban dynamics. The Middle East, defined here as extending from Morocco to Iran and Turkey to Sudan, lies at the crossroads of three continents – Africa, Asia and Europe. With the largest reserves of petroleum in the world its importance is well beyond its physical size and population. Rapid urban growth has radically transformed Middle Eastern society in recent decades, but the associated problems are incompletely understood. This volume, first published in 1980, highlights some of the major issues of Middle Eastern urbanisation and provides a comprehensive statement about the current position of research. Urban origins and the nature of urban growth are discussed to provide a background to considerations of migration, employment, housing and retailing. The contributors suggest that planning strategies have hitherto proved inadequate with small towns being largely overlooked, historic quarters rapidly disappearing and water in short supply. Future research into all these problem areas is considered essential, but the research must be coordinated and utilised. Concentrating on practical problems, achievements and challenges for research, the contributions in this book, specially commissioned from active researchers in the field, will prove a valuable guide to recent ideas and developments in the Middle East.
